After Ji Yang left, Yan Guozhen thought for a while and then called Zhou Yuan.
Ji Yang was, in fact, one of Zhou Yuan’s people; Yan Guozhen felt that he needed to discuss this matter with Zhou Yuan.

“Old Zhou, have a seat and let’s talk.”
After sitting down, Yan Guozhen said, “Here’s the situation; Zhang Chaoping ran into trouble, you know, and when I spoke to Ji about it, he sensed that various forces wanted to interfere in Ximu City. He offered his opinion, suggesting a transfer away from Ximu City. I wanted to get your thoughts on this.”
Actually, Ji Yang had called Zhou Yuan after leaving here to discuss the situation with him.
Having heard about it from Yan Guozhen, Zhou Yuan thought for a mont and then said, “Ximu City is actually a powder keg right now. The current situation there is too complex for the provincial governnt to intervene, as you know, and we can’t afford to offend the various powers there.”
Yan Guozhen was aware of this, having never truly realized before that there were so many major forces dostically. It seed as if they had suddenly sprung up.
Zhou Yuan continued, “Apart from dostic powers, international powers have also arrived. We really don’t know what to do. I had an idea—perhaps we should make a request to the higher authorities to carve out Ximu City and let them directly manage it.”
Yan Guozhen’s eyes lit up. Although separating Ximu City might lose them so benefits, it was really hard to manage that place in their hands. The newcors were said to be so mysterious experts, and a lapse in attention could cost them their lives.
“I think that’s a good idea,” he said. “We could put together a proposal.”
Zhou Yuan said, “Those powers are only manageable by special departnts. We can’t get involved at all. Thus, handing it over is the best choice.”
Yan Guozhen nodded slightly and said, “Indeed, other than their people leading there, a regular person taking up leadership would soon run into trouble. The organizational departnt has also approached several tis regarding this.”
“Yeah, it’s the sa situation on my end. There are many things we simply can’t manage.”
Unintentionally, the two of them shifted the conversation to killings by various powers. Though they knew that those people had committed murder, they still had no authority to intervene.
Yan Guozhen said, “What do you think about Ji’s situation?”
Zhou Yuan replied, “Mr. Ji Yang is just an ordinary person. If sothing untoward happens to him there, it wouldn’t be good. My opinion is to agree to his transfer. However, Mr. Ji Yang has accomplished much, and a re lateral move wouldn’t be justified. It would be best if he was promoted and moved.”
Yan Guozhen said, “Indeed, ever since he arrived in Ximu City, he has been dedicated to his work, and the developnt of several counties is the result of his personal efforts. Although these achievents stem from the cultivation incidents, they do not overshadow his accomplishnts. I agree with your view, and we can bring this up at the committee eting to discuss and see where it might be suitable to transfer him.”
