Three settlents ca to be and world powers were defined as well as aningful developnt.
Independent Gateway Land Settlent (IGLS) is those like Ar Land. They were characterized with Gateway that the native use and can't be taken away from, even if they don't have Ascendent among them.
Beast Hoard Settlent (BHS) is a place where the rulers are beast, the humans were servants or were protected under the rcy of beast.
Dependent Land Settlent (DLS) is settlent of people but were either under Beast Hoard or Independent Gateway. Countries and Large Cities fall under this category.
Dependent Land Settlent were usually established along important mines, plants, runes of old or any resources that the humans need or the beast requires.
There are few DLS that have Gateway in them but didn't beca IGLS because they didn't complete all requirents.
Having Gateway doesn't equal power but rather bonding with to the power another power can't take it from you.
There are six known requirents for a settlent to beca independent but Eugene only knew three of them.
Anchored Bloodline Legacy
Tier 6 or above human and beast that was alive or dead.
Living Decendent.
Anchored Bloodline Legacy can only be achieved when soone beco Tier 6 and they have to do it before anyone do it.
Their bloodline Legacy most also be potent enough for the gateway to link to you. So, after that even if you died, you living decendent can carry the mantle.
Ar Land was filled with Living decadent of the first n that anchored themselves. Even though, Miracle Lion Family only recently got Tier 6 but their Lion Beast Ancestors has finished the job for them. Not to ntion their Bloodline Legacy was one of the most potent the world had seen.
Eugene was as much of a Miracle Lion in human form as his Miracle Lion and he opened his eyes and he saw white.

There was also extrely thin aura there that should have continued to consud her if not for the Dinsional Fabric making not active.
