It was because when the bonding number between the Beast Tar and the Contracted Beast reaches 100, then, the Beast Tar would awaken his contracted skill related to the contracted beast.
Since the initial bonding number between Leo and the Moon Hound Puppy was as high as 80, Leo was excited because it won't take long before it reaches 100 and he could get his first contracted skill.
