Chapter 300: Chapter 295: How to Establish a Nation

Leon pondered for an entire day but remained clueless. He had to admit his abilities were limited and decisively chose to seek help—perhaps from Tassera.

Tassera was both a Storage Dragon and a Mage, as well as a highly knowledgeable scholar. She had always enjoyed studying humanities and history, so she might know how to establish a nation.

Compared to others, such as Cecilia, who not only had to manage Watchtower Port but also oversee several forests, or Fiora, the Inspector of Watchtower Port, who often had to expel coastal monsters, Tassera spent most of her ti in her Mage Tower researching. If Leon went there, finding her would be relatively easy.

When Leon found Tassera, she was in the library on the upper floor of the Mage Tower reading. She suddenly heard footsteps, glanced up briefly, then lowered her eyes again, saying, “What brings you here today?”

“Do you need sothing from ?” Tassera said as she closed the book and placed it back on the shelf.

“Can’t I co if I don’t need sothing?” Leon stepped closer, watching as Tassera leaned against the bookshelf. He raised his arm to press against the shelf, leaning forward slightly to trap her between himself and the bookshelf. His gaze was aggressive as he looked her over. “I ca to see my darling, my dear—because I missed her.”

Leon could be a straight-laced man or a playboy, depending entirely on his mood.

After years together, Tassera certainly wouldn’t blush shyly. Instead, she pursed her lips, raised her hands to rest them on Leon’s shoulders, and said, “I missed him too.”

Leon lowered his head, kissing Tassera’s well-defined lips, then scooped her up and placed her on the long table by the side… As he entered the stage of being a young dragon, his desires grew harder to control.

That was hours ago.

Fresh out of the bathroom, Tassera was drying her slightly damp long hair with a towel. “Cecilia has been staying over by the Erald Corridor recently… Those Tiefling maids probably can’t satisfy you. I support adding Fiora to your harem.”

“That Bronze Dragon is too stupid,” Leon said, sitting cross-legged on the bed. “It’s illegal to ss around with idiots.”

“She’s not an idiot, nor is she stupid. She’s just a bit naive and innocent,” Tassera said, always having had a good relationship with Fiora. “Don’t casually insult her.”

“I need soone to share so of the burden,” Tassera said as she massaged her arm and rubbed her waist. “Your current strength and physique rival that of an elder Red Dragon, even though you’re still a young dragon at the peak of desire. anwhile, I still have several years before reaching adulthood…”

“My strength and physique might rival an elder Red Dragon, but my agility surpasses any dragon,” Leon said smugly.

“Yes, you’re incredibly capable in nurous ways…” Tassera sighed. “I don’t deserve to monopolize you. You deserve more.”

If Leon were an ordinary dragon daring to flirt indiscriminately, Tassera would promise to be utterly furious. However, Leon’s power exceeded a certain threshold, leaving Tassera acknowledging she couldn’t hold onto him completely. Just as no one could demand Tiamat herself to remain entirely devoted, it seed wiser to act generously and gain favor.

Leon stared at Tassera, a beauty with an ample chest, a slender waist, and long legs—she fit his aesthetic perfectly. Furthermore, as a Blue Dragon, she possessed a strong sense of order; as a Storage Dragon and Mage, she didn’t crave power. Most importantly, they had known each other for decades…

Recalling his purpose for coming, Leon felt sowhat sentintal and said, “I may have many consorts, but my Queen will always be Tassera.”

“I want to build a great Dragon Country, and I want Tassera to be my Queen.” Leon felt a bit shaless—it was clear he wanted to establish the Dragon Country to earn Golden Finger rewards, yet he packaged it as being for Tassera… He was a good-hearted man, but surrounded by Evil Dragons, he couldn’t avoid being influenced.

“I’ll rember what you said today,” Tassera said, visibly moved.

“I’m serious,” Leon declared. “From Watchtower Port to the Erald Corridor, isn’t that vast land sufficient to establish a Dragon Country?”

“Danalan has already signed a peace treaty with us, making it impossible to go back on our word. As for those Yuan-Ti’s original cities, I’m planning to send Anglistra and Salovis to deal with them—if they don’t surrender, they’ll face destruction. From Watchtower Port to the Erald Corridor, I won’t allow any force to oppose ,” Leon said boldly.

“And then—” Leon suddenly felt a headache coming on, “I recall that establishing a nation and obtaining territorial governance requires a declaration, doesn’t it?”

“Declarations help secure legitimacy for better governance. They’re good to have, but not necessary. Create one if you don’t have one,” Tassera sneered. “The point is that our fists are strong enough. We don’t fear other nations declaring war or our subjects rebelling.”

Leon nodded and said, “One more problem: I don’t have many usable people under —only you, Cecilia, Fiora, Anglistra, Salovis, and the Efreeti… I could probably trick that Brass Dragon into joining us, which adds up to just about ten.”

Leon recalled how Tiamat repeatedly claid support for his Dragon Country but was puzzled why none of the Colorful Dragons had co to find him yet.

Dragons, he thought, possess vast amounts of ti and don’t value each mont. They take their ti to carefully weigh the implications of even the simplest decisions, considering potential choices with deliberation. Within one or two years, a visit could already be deed fairly proactive.

“What’s with that look?” Leon noticed Tassera giving him a peculiar gaze.

“Sotis I can’t fathom how your mind works…” Tassera said. “I, Cecilia… any one of us could be a lord elsewhere, at the very least a General or Knight Commander. With people like us, how many do you want? Dozens, or hundreds?”

Leon finally realized that even a single young dragon could pose a significant threat to a city or kingdom. An Adult Dragon’s influence could span an entire region or even a continent. He actually had quite a few capable subordinates; his feeling of lacking people stemd from not treating many of them as “people.”

In so ways, he resembled various minor goddesses who refused to consider unfitting n as n—those without houses, cars, or proper jobs weren’t n; only the tall, handso, learned, eloquent, and promising were considered worthy.

“To , the key to building a nation has never been about the size of the land or the number of people,” Tassera said. She paused for a mont.

“Then what is it about?” Leon eagerly asked.

Tassera pondered for a while, organizing her thoughts before speaking at length. “It’s about the political system. To establish a nation, you need a political system, a governnt organization, and officials responsible for taxation, foreign affairs, justice, culture, education, military, and so forth. Otherwise, it remains rely a local faction.”

“A nation is a political and class-based entity—a political organization and a structure of authority for the ruling class.” Tassera affird. “Building a country is about establishing organizations and governance. As long as you can create those, you’ve built a nation.”

Leon was stunned. He had assud building a country would involve years of effort. “That’s it?” he asked.

Tassera rolled her eyes at him and said, “What do you an, ‘that’s it’? Do you think creating an organization and governnt is simple?”

“Shouldn’t be too hard,” Leon said, thinking about Earth, where countless nations and historical dynasties existed. He figured he could simply copy one of them.

“Not hard?” Tassera clearly had no idea how outlandish Leon’s origins were. “I’ll give you a month. If you can create an effective political system—not entirely plagiarizing other nations—then… then I’ll indulge any whim you have afterward.”

“Honestly.”

“I know you’re incredibly strong; these days even many Demon Lords are no match for you,” Tassera admitted with a hint of pride. “But in other areas, you’re just so-so. Sothing I find quite challenging, and you have the audacity to call it easy.”
