According to the laws set by Domain City, no citizen in the Mist Mountain Region can be captured at will without breaking the law, especially martial artists.

In Earth Star Pharmaceutical’s operations, not to ntion a city force, even capturing a city’s Defense Corps captain typically wouldn’t cause Domain City officials in any region to speak up much, as it’s considered a trivial matter. Earth Star Pharmaceutical giving notice is already a considerable gesture.
Without the courtesy of notice, even if they directly carried out the action, it would be difficult for Domain City’s officials to investigate and the matter would eventually be dropped. After all, there are many hidden powers in each region, many of which are beyond regulation.
Now capturing a mber of the Black Obsidian Martial Arts Hall, according to Priscilla’s words, seed impossible.

They were instruntal in ending the war between Star Tower City and Chasing Light City. Perhaps you’ve heard of North Huiyi, even if the na Black Obsidian Martial Arts Hall is unfamiliar to you."
Earth Star Pharmaceutical, holding over fifty-three percent of the potion market share across the Four Domains, saying it has no influence in Mist Mountain Domain City is utterly untruthful.
However, the current Black Obsidian Martial Arts Hall is no negligible city force either. Should Bert capture soone, their Domain City’s face would be affected, and her personal future even more so.
