Or they discover, through the calculation of the planet’s main brain, that a certain type of race holds enormous potential and could beco a nesis to a specific advanced civilization upon developnt, so they engage in malicious interference.
Under the regulations of the highest Civilization Council, advanced civilizations are not allowed, nor permitted, to execute a dinsional strike on lower-level civilizations. Such phenona as interstellar colonization have beco rare in today’s universe.
But rules are rules, and they can’t suppress their desire to showcase their operation skills.
