They had inbuilt Sublight Engines, Hyperdrive Engines, and even had special devices capable of Wormhole Travel, which was probably the most advanced thod of traveling the space as it was instantaneous travel.
Arcturus knew that this was Aegis-Class Spacefort, one of the best in the Imperial Military.
These things were vital for the Imperial Navy as forward Fleet bases and they were also essential in the Imperial Strategy in defending their border Star Systems.
While the Imperium had a policy of fortifying every single world to ridiculous extres, they were also making use of the Space Fortresses in case there was no suitable planet that could be turned into the Fortress World.
