Even if Herag can enter Elf Form, he is likely unable to withstand the gaze of the World Will and would easily be exposed.
Moreover, he doesn’t plan on gaining the acknowledgnt of the Elf Plane’s World Will.
Herag vaguely feels that being acknowledged by the World Will in the Wizard Plane is preferable for advancing to a Level 3 Wizard.

Although the Elf Plane is also a middle-tier world, its history is not as extensive as that of the Wizard Plane.

The Toad said that Herag would have almost no difficulty obtaining the acknowledgnt of the Wizard Plane’s World Will.
With Herag’s rate of advancent and his exhibited excellent potential, the World Will would not trouble him.
What Herag needs is to comprehend enough Power of Rules; what’s missing is just ti and resources.
