The situation with Lunala and Solgaleo was identical. Both could absorb light anyti and anywhere, converting it into their own energy.
Although Roy wasn't entirely clear about the exact chanism involved, he attributed it to sothing like "divine power" for the ti being.
However, regardless of whose power it was, operating this chanism required a body capable of running it properly.
For instance, it was like installing a certain operating system on incompatible hardware. Even if the software was perfect and the equipnt was high-end, there would be no way for it to run smoothly.
Lunala's situation was similar to this scenario.
