I am currently at the royal palace of Zegreius Kingdom, my second ho country after Japan .

I thought they were still in the political exchange phase, but if the war is already decided, then I guess its natural to dispatch the fleets to protect the colonies and routes imdiately . Sailing ships move slowly after all .
And the [Leviathan] is a squadron flagship . Although its not a flagship of a fleet, theres no way for a 64-gun state-of-the-art ship to remain behind .
