The Sky Sword mbers arrived and escorted Aaron, Aerith, and the Dragon Prince to a building. The building stood on three floors and served as a temporary governnt center.

There, the 10th Sky Sword mber said that Andrew was working there to organize the city governnt.

There needed to be soone to lead the people of this city and Andrew was the only one with the capacity to do so.

They stepped inside and saw the governnt staff, mostly Sky Sword 10th mbers, hard at work. Papers were piled up on their desks, mostly about permits to build buildings in the city.

"You guys are really working hard. I'm impressed with you guys," Aaron explained.

"If you hadn't destroyed the city, we wouldn't have been this busy in the past few years," the mber complained, Aaron just smiled when he realized his mistake.

They walked up the stairs until they reached the third floor, where high-ranking officials worked, one of them being Captain Andrew.

The mber in front of Aaron seed to knock on the door of Andrew's office. It was not the man who ca to open it, but Andrew's aide.

"Lia? What are you doing?" asked Silvianna, occasionally glancing at Aaron and the others.

"I have a visitor who wants to see Captain Andrew. He said he was Aaron Lewis," Lia explained.

"Aaron? Wait! You? Why did you co here?" asked Silvianna, recalling what Aaron looked like.

"I have sothing to talk to him about. Is he busy?" Aaron asked, trying to peek into Andrew's study.

Silviana noticed the direction of Aaron's eyes. She closed the door to Andrew's study and stood right in front of them. Silvianna also told Lia to go back, as she could handle Aaron alone.

Lia said goodbye and left the place, Silvianna imdiately told Aaron that the situation in the city was not good, many rchants were intimidating Andrew.

"Bullying Andrew?" Aaron asked.

"Yes. Can we talk sowhere else?" asked Silvianna.

Aaron looked to his right and left, seeing the responses from Aerith and the Dragon Prince. Silvianna had clearly said that she needed a place to discuss this alone with Aaron, the woman didn't want anyone else to hear the real situation in the city.

Aerith nodded, no problem. The Dragon Prince nodded as well. He didn't know what the problem was, but he was reluctant to interfere further with human affairs.

Silvianna and Aaron stepped into the restroom on the floor, the two entered with Aerith and the Dragon Prince still standing in front of Andrew's study.

"What the hell is going on? How could they intimidate Andrew?" Aaron asked.

"They have money. Money is needed in a situation like this. Sky Sword 25th Headquarters can't keep helping us," Silvianna replied.

"Those rchants, they united into the 10th rchant community stating that they would help Andrew, if they were allowed to take control of a large portion of land within the city," Silvianna replied.

"Then why not just give it to them?"

"You don't understand. If we give them the land, they will build a trading center there where taxes are not levied on them, that's because they own the land," Silvianna replied.

"We might be able to build a city, but the city authorities will be subjugated by them. In the end, they will rule the city by making Andrew their shadow leader," Silvianna explained.

'I didn't expect that. This kind of politics is not suitable for a city in the Dark Pillar Tower,' Aaron explained.

Aaron was silent as his arms crossed in front of his chest, he was quite curious about the solution they had thought of. After all, Captain Andrew should not be influenced by anyone, he should lead the city independently.

"Then what is your solution?" Aaron asked.

"We send many of our mbers to raid monsters, hoping that they can kill a lot of monsters and earn money," Silvianna explained.

"It's quite risky to do that. They could die and your solution could fail," Aaron explained.

"We don't have much choice. This is the only way for us to earn money," Silvianna added.

The man in front of Silvianna cleared his throat softly, his eyes rolling to the side as he clucked his tongue. Sohow the problems in the 10th town were able to confuse Aaron.

However, Aaron still felt that this problem was his responsibility. It was because of him that the 10th floor city had been devastated a few years ago.

"How much money do you need?" Aaron asked.

"Very much. However, at least to build the economic center, we need about 7 million RL."

Aaron nodded. Surprisingly, he stepped out of the bathroom room and took another step toward Aerith and the Dragon Prince.

Silvianna gasped. She chased after Aaron because she had no idea what he was about to do.

"How?" the Dragon Prince asked.

"I need to speak with Andrew."

Abruptly, Aaron opened the door to Andrew's study and saw the group captain exhausted in his desk chair, where piles of papers were piled up on his desk.

"You? Aren't you Arthur? Why are you dressed differently?" asked Andrew, tired enough that it was hard to tell people apart.

"I'm not Arthur. I'm Aaron."

"Aaron?!" startled Andrew.

Aaron turned to the area surrounding Andrew's study. He ordered everyone to leave except Andrew and Silvianna. However, they did not respond.

"Leave before I get violent!" said Aaron, emitting his powerful magic aura that surprised them.

Andrew and Silvianna clearly saw the Magic Majesty ornant behind Aaron's back. Andrew stuttered, never expecting that he could see such a thing.

"What is that? What is that ornant?" asked Silvianna.

"He has already reached the Integrity Knight mage tier. If you don't obey her, she might be able to kill you easily," Aerith explained.

'What? Integrity Knight? Her abilities have far surpassed mine,' Andrew said.

The group captain imdiately gave orders for the people in his place to leave. Slowly, they hurried away with hurried footsteps, afraid that Aaron would kill them.

"Why did you co here, Aaron?" asked Andrew.

Aaron began to explain his main reason for coming to this place. He introduced the Dragon Prince to Andrew and Silvianna. Aaron said that the Dragon Mythology Race still existed on the 82nd floor.

"The Dragon Prince? Why did he co here?" Andrew asked.

"He is looking for the whereabouts of his sister, Sokia."

"Sokia is away with Arthur at the monster raid. She'll probably be back in the afternoon," Silvianna replied.

"I already know. We'll wait here until Sokia cos," Aaron replied.

"Please, make yourself comfortable, Aaron," said Andrew, with a sad face while inviting Aaron and his two friends to rest on the sofa in his study.

Aerith and the Dragon Prince sat on the sofa, unlike Aaron who was still standing in front of Andrew's desk. Andrew went back behind his desk, focusing on the files that he needed to finish quickly.

"What's wrong, Aaron?" asked Andrew.

"Tell . Do you need money?" Aaron asked, sternly.

Andrew and Silvianna were stunned to hear Aaron say that. Andrew had to stop what he was doing, then lifted his face and looked at Aaron closely.

"What do you an?" asked Andrew.

"Building a big city from scratch requires a big budget. By building a new economic center, you will benefit from sales tax and kiosks."

"Am I right?" asked Aaron.

Aerith and the Dragon Prince gasped with their eyes focused on Aaron. Neither of them had expected that Aaron could fully understand the difficulties in building a city. Enjoy more content from My Virtual Library Empire

"Huft."

"You're right. The budget to rebuild the city you destroyed is quite large," Andrew emphasized.

"Right now, there are many mage refugees from downstairs begging us for shelter. They fled because of the chaos downstairs," Andrew explained.

"I don't know what happened, but the Night Liberators from floors 1 to 9 have vanished. They were destroyed by a group calling themselves the Night Destroyers," Andrew added.

"The more refugees there are, the more of a headache it is for to accommodate them. Miss Eloise has also limited the help for us," Andrew explained.

Aaron didn't realize that. All of his plans turned out to have their own impact not only on him, but on the people downstairs. Aaron glanced to the side, looking intently at Aerith.

The woman knew everything that Aaron was planning. The hunt for the Night Liberators downstairs was also part of Aaron's plan. However, Aaron did not expect people to evacuate to the 10th floor.

"Now, I have to solve this problem under budgetary constraints. What exactly happened?" asked Andrew.

Aaron nodded. He knew what to do.

He told Silvianna to stand in front of him, the woman imdiately did exactly what Aaron said.

[Transfer successful]

[Sender: Aaron Lewis]

[Recipient: Silvianna]

[Amount of Money: 8,000,000 RL]

Silvianna was so shocked that she fell limp and pale. The panel in front of her face showed a huge amount of money, almost touching 10 million RL.

Andrew rushed over to Silvianna and looked at the sa panel as her.

"U-This money? Wait! What are you—"

"Use the money to rebuild your city. You don't have to worry about the rchants," Aaron explained.

"I'll handle them."
