Harry nodded and said, "Kael, you should know that the Bronze Cross and our Secret Scroll Mage Academy have a close partnership. We had previously installed a magic recording device there at the Bronze Cross.

A normal person who is knocked down by an external force would typically first identify the source of the force, recognizing who hit them.
If the person they collided with chooses to flee at that ti, then the first reaction of the one knocked down should be to cry for help and request assistance to stop them.
According to Harry's description, Kael was certain that the place where the accident occurred was an area with a large crowd. If soone were to cry out for help, there would surely be passengers who could hear it.
