Powerful emotional stimulation can indeed bring out the true potential hidden within the blood of Uchiha, but not everyone has the necessary willpower and ntal fortitude to endure such emotional breakdowns.
Not everyone can endure to such an extent and past a certain level of emotional torture is the point of ntal breakdown.
