In the blink of an eye, two months had passed.
During these two months, the preliminary preparations for the population census had been completed, and the census was ready to comnce.
At the sa ti, the five regional leaders had essentially familiarized themselves with the conditions in their respective territories and began implenting their proposed policies.
The world appeared to be developing in an orderly and stable manner, seemingly calm on the surface. However, beneath this tranquility, things weren’t so peaceful.
Those whose noble statuses had been stripped by Hui’s orders could no longer hold back. They had grown weary of their current lives, lives no different from those of ordinary people.
Desperate to reclaim their forr glory and once again rise above others, these individuals began connecting in secret, quietly planning their rebellion.
Of course, they didn’t dare openly oppose Hui’s rule. After all, Hui had already demonstrated his imnse power to the world during the last great war.
Defying him outright would be nothing short of a death wish. Instead, they waited, biding their ti for an opportunity.
Just as the world had been taken by surprise with the sudden rise of Hui, they clung to the hope that their own chance might eventually arrive. After all, anything was possible.
As for these would-be rebels, Hui didn’t take them seriously in the slightest. Dealing with them would be an effortless task for him.
However, Hui wasn’t in a rush to eliminate them. A world that was entirely peaceful and perfect would also have its drawbacks.
If the world were filled only with good people, future leaders wouldn’t have the experience of dealing with troublemakers and handling crises. Leaving these individuals as whetstones, was a perfectly suitable arrangent.

In the Region of Wind, Uchiha Fugaku, the current regional leader, was seated in the office of Sunagakure. The village’s na hadn’t changed; it was still called Sunagakure, as were the nas of other villages across the world.
The only difference was their allegiance. Sunagakure, once part of the Land of Wind, now belonged to the Nation of Shinobi Sages.
This approach was one of the reasons the world had stabilized so quickly. By preserving the nas of the villages, residents subconsciously felt that their lives hadn’t been disrupted too much, minimizing resistance to the new order.
“Lord Fuguku, the mapping of the Wind Desert’s terrain has been completed, and the ecological analysis of the region is in this report. Please have a look,” Rasa said as he handed a file to Fugaku.
Rasa was a highly capable individual and had been grood as Sunagakure’s next Kazekage. Unfortunately, he never had the chance to assu the position, as the title of Kazekage had ceased to exist.
However, Rasa bore no resentnt or dissatisfaction over this outco.
After visiting Konoha during that pivotal ti and witnessing its developnts, Rasa had already ntally prepared himself for the unification of the shinobi world. What he hadn’t expected, however, was that it wouldn’t just be the shinobi world that was unified, but the entire world.
Upon becoming the leader of the Region of Wind, Fugaku didn’t rely solely on the team he had brought from Hidden Sage Village. Instead, he distributed his team mbers strategically across the region. Most of the individuals he worked with were local residents.
Recognizing Rasa’s talent and sense of responsibility, Fugaku made it a point to entrust him with important tasks. Thanks to this decision, the work in the Region of Wind progressed exceptionally smoothly.
Fugaku carefully reviewed the report Rasa had handed over. The geographical environnt of the desert was relatively straightforward, as it was predominantly sand. The key was identifying high and low areas, locating sources of water, and pinpointing the driest regions.

Rasa remained puzzled, but Fugaku continued, “Before I ca here, we had already formulated a grand plan.”
With those words, Fugaku reached into his desk drawer and pulled out another docunt, handing it to Rasa.
As Rasa read the docunt, his eyes widened, and his jaw nearly dropped. “Is this… really possible?” he asked, disbelief evident in his voice. What the docunt proposed seed far too ambitious to be real.
“You don’t have to believe ,” Fugaku said with confidence, “but you should believe in Mochizuki Hui.”
“Gather the team for a eting,” Fugaku instructed. “We need to discuss the specific implentation details.”
Soon after, a eting was held in Fugaku’s office. Hours later, the planning was finalized, and Fugaku drafted a formal request. Once the docunt was written, he handed it to a nearby ninja beast.
This ninja beast wasn’t ordinary, it was the first officially appointed “ssenger ninja beast” of its kind, with an established role in Hidden Sage Village.
The world’s communication systems were notoriously inefficient, as had been ntioned before.
To address this, Hui had conceived the idea of creating a Second World, a technique that would break through spatial barriers and enable instantaneous information sharing. However, such a technique would take a long ti to develop fully.

Hui’s voice dropped to a murmur as he gazed at the docunt. “Changing nature with manpower!”
The docunt Fugaku had sent was a formal request to modify the natural environnt of the Region of Wind.
The eting Fugaku and his team had held was to discuss how to implent these changes based on the collected data.
Now, everything was ready. All that remained was for Hui, this world’s God, to travel to the Region of Wind and perform what could only be described as a miracle.
