Managing an entire world was not a decision to be taken lightly. It couldn’t afford to be rushed or careless.

Thus, Hui adopted a serious deanor.

However, his seriousness was different from the furrowed brows of others in the eting room.

Unlike them, Hui had experience.

The previous world he lived in was bigger than the conceivable shinobi world. There much governing system that effectively governed inconveably large territories. If needed he could implent those systems for effective governance.

That said, he couldn’t just blindly copy paste his worlds governing system. After all, his world didn’t have superhumans that can tear through walls in the blink of an eye. He‘d have to adapt the systems accordingly.

Well, not by himself, what were his capable subordinates for if not to delegate work?.

With this thought, Hui relaxed. He leaned back, exuding calm confidence, as he waited for the others to propose their ideas.

So of the attendees noticed his composure and imdiately realized that Hui must already have a plan in mind.

They knew him far too well.

“Managing the entire world is indeed an important matter… Managing the various countries might be relatively straightforward. After all, the entire world is now essentially one nation under a new na.

“The real challenge lies in managing the other villages. How about we implent Konoha’s model as a universal template?”

Soone proposed this idea. Lacking a better suggestion, they opted to replicate Konoha’s approach.

“No, that won’t work,” Hiruzen interjected, rejecting the proposal. “The circumstances of other villages are vastly different from Konoha’s due to geographical disparities.

“For instance, take the Land of Wind. Most of its land is desert, offering few resources to support developnt.

“That’s why Sunagakure has always been inclined to wage war against other villages, particularly Konoha.

“And there are other regions like the Land of Wind, places like the Land of Snow, which is entirely covered in ice and snow.

‘Forcing Konoha’s model onto these places would inevitably lead to conflicts over resources and developnt plans. Any misstep could result in the collapse of the entire system.”

The room fell silent as the weight of Sarutobi Hiruzen’s words sank in.

They had almost forgotten that not every region in this world was like the Land of Fire.

Konoha’s rapid developnt in recent years had been heavily supported by the resources of the Land of Fire.

“Furthermore,” Tsunade added, “the differences extend beyond resources. Cultural customs, values, and ways of life vary significantly between nations and villages.

“If we apply Konoha’s model uniformly, the results will likely differ greatly depending on the region.”

Tsunade had gained a wealth of knowledge from Hui’s travels across the shinobi world. He had docunted much during his journey, and she often referenced his notes.

“In conclusion, implenting Konoha’s model across the entire world is unfeasible. Each region requires a tailored developnt plan,” Uchiha Kagami stated firmly.

Hui, who had been listening intently, began tapping his fingers lightly on the table.

Hiruzen’s remarks had sparked an idea.

This world indeed had significant geographical diversity.

The unique environntal conditions of each region determined their distinct developntal trajectories.

So places were rich and fertile, like the Land of Fire.

Others were barren, like the Land of Wind.

Even places like the Land of Lightning and the Land of Earth had limited resources, just barely sufficient for developnt.

These disparities had sown the seeds of conflict, such as the outbreak of the First Shinobi World War.

In his previous life, such issues would have been challenging to address.

After all, humans were ultimately small and powerless in the face of nature, forcing them to adapt accordingly.

But this world was different.

This was the shinobi world, a world where humans could defy nature.

Here, people could reshape landscapes and redraw maps.

Be it the battles of Kaguya, Hagoromo, and Hamura, or the climactic clash between Madara and Hashirama at the Valley of the End, each had drastically altered the geography of the world.

In this world, there were no shortage of individuals capable of reshaping the environnt.

Hui, Kaguya, Madara, and Nawaki, each of them possessed such abilities.

While they might not be able to transform a desert into a lush forest in its entirety, creating a wide river across the desert or patches of thriving forests was entirely within their reach.

Furthermore, this world was ho to many mysterious and extraordinary abilities.

Hui had previously encountered a shinobi clan capable of controlling the weather.

The ability to reshape landscapes and manipulate weather, coupled with solving internal resource distribution issues, could make even the barren deserts of the Land of Wind fertile and resource-rich over ti.

As he thought about this, Hui glanced at Senju Nawaki with a faint smile.

That smile made Nawaki freeze in place, an ominous feeling creeping over him.

“Hui, you seem to have an idea,” Tobirama said, breaking the silence.

Everyone else in the conference room was furrowing their brows, struggling to co up with an effective solution right away. It seed more efficient to let Hui share his idea, then refine it collectively.

Hearing Tobirama’s words, Hui nodded and began to speak.

“Regarding the issue of unequal resources and geographical differences, I do have so thoughts.

“As Minister Sarutobi and Minister Tsunade have pointed out, the disparities across this world make it impractical to impose a uniform standard.

“Due to geographical factors, so areas are naturally wealthy while others are impoverished.

“This is the power of nature, sothing humans have always struggled to change.

“But ‘difficult’ doesn’t an ‘impossible.’

“If geography limits developnt, then we’ll change the geography itself!

“Take the Land of Wind, for example. Everyone knows it’s a vast desert. Most of it is nothing but useless sand, with severe shortages of water and other resources.

“But what if there were two or three rivers running through the Land of Wind?

“What if the Land of Wind had several expansive forests?

“What if we controlled the weather there?

“Wouldn’t that transform the environnt of the Land of Wind, making it suitable for human habitation and agricultural developnt?”

“When Hui finished speaking, everyone in the room was stunned.

“To alter the geography itself, was such a thing even possible for humans?

Seeing their confusion, Hui turned his gaze to Nawaki.

“As for the forests, Nawaki’s Wood Release can handle that with ease. A few uses of Nativity of a Sea of Trees should suffice.

“Constructing rivers? Leave that to .

“Changing the geography is entirely achievable.

“As for weather control, I’ve encountered a shinobi clan capable of manipulating the weather. We can research that further.

“And don’t forget, we have a Developnt Division. From now on, their primary focus will be on creating weather-controlling techniques.

“Once we’ve developed such techniques and trained individuals to master them, the entire shinobi world can enjoy harmonious weather year-round.

“Of course, nature has its own self-regulating system, maintaining the world’s balance. Our actions will undoubtedly disrupt this equilibrium.

“But we can integrate humanity into nature’s balance, becoming a part of it. Together with nature, we can rebuild a stable system for the entire world.

“So, the next steps are clear. We need to study the geography of this world in detail, analyze the natural systems that maintain stability, create plans, and work to integrate and master nature itself!”

As Hui spoke, his words left everyone deeply shaken.

They had been focused on redistributing resources to ensure every region could develop to so extent.

Or perhaps using the abilities of ordinary shinobi to make minor improvents in so areas.

But Hui’s vision was on an entirely different level, reshaping the natural world itself.

To alter the geography of the entire planet…

This truly embodied the spirit of the New Era!

Hui was, without question, the god they revered.
