While Konoha was solidifying its mission and goals, a significant eting was also taking place elsewhere in the world.
In attendance were the daimyos of the Four Great Nations, as well as those from several smaller nations.
The eting room was filled with wealthy and distinguished figures.
At the head of the room sat the daimyos of the Four Great Nations.
Seated along both sides were the daimyos from various smaller nations across the shinobi world.
It was a scene that seed almost surreal.
After all, the shinobi world was vast, and gathering so many daimyos from different parts of the world in one location was a ti-consuming, costly, and highly dangerous endeavor.
Under normal circumstances, such an event would have been impossible.
But the current situation was different, the pressure emanating from Konoha and Hui had forced these leaders to co together.
“Everyone, speak freely. How should we deal with that arrogant Konoha?”
The daimyo of the Land of Wind was the first to speak.
It was he who had initiated this eting.
“It’s just one hidden village. Isn’t all this preparation a bit over the top?”
Upon hearing this, a daimyo from a smaller but affluent nation spoke up with dissatisfaction.
He wasn’t one of the daimyos of the Four Great Nations, but rather soone from a smaller, yet wealthy, nation. His resources had made him arrogant.
To him, the so-called "God of Shinobi" was rely a stronger-than-average shinobi, hardly worthy of fear.
After all, he had never personally witnessed what a true "God of Shinobi" was capable of, nor did his country have any historical records of such power.
In his mind, the concept of a shinobi god was just an exaggerated tale.
As soone who issued missions to shinobi rather than participated in the battles, he had no real understanding of what Konoha’s strength represented.
Ignorance is fearless. There was no better way to describe his attitude.
The daimyo of the Land of Wind shot a glance at the arrogant daimyo, feeling exasperated.
This man was so inflated with pride due to his wealth that he had lost his sense of reality.
If not for the threat of war, the Land of Wind’s daimyo doubted that this man would have even bothered attending the eting.
“It’s just a hidden village. I still can’t believe the daimyo of the Land of Fire is so useless. How could he allow a re village to take control of his nation?”
The wealthy daimyo spoke again, this ti full of disdain for the Land of Fire’s daimyo.
To him, the Land of Fire’s daimyo was the sha of all daimyos.
“Konoha’s power is far greater and more terrifying than you realize.
If you’re comparing them to the hidden village in your nation, you’re being incredibly naive.”
The daimyo of the Land of Earth spoke, his tone indicating that he took Konoha very seriously.
“So what? With all of us here working together, who in this world could possibly stand against us?”
Another daimyo spoke, similarly fearless.
The smaller the nation, the more confident its daimyo seed to be.
“We’re just dealing with Konoha. Why don’t we all chip in so money, post a mission on the underground black market, and hire every available shinobi to wipe Konoha out?”
Yet another daimyo voiced his suggestion, though the naive idea made the daimyos of the Four Great Nations shake their heads in disbelief.
“If hiring shinobi isn’t enough, then we’ll send in our armies. Send in the samurai.
How many shinobi could Konoha possibly have?
We can send ten tis, twenty tis their number and crush them outright!”
A daimyo confidently declared, his tone brimming with overconfidence.
“Besides, aren’t there plenty of other hidden villages in the shinobi world?
If we unite all the hidden villages in our nations, there’s no way we can’t defeat Konoha!”
Another suggestion was voiced.
Though so present were wary of Konoha, many still did not feel genuine fear.
The daimyo of the Land of Wind rubbed his temples, feeling a headache coming on.
These people were far too full of themselves.
“Have any of you even bothered to consider the opinions of your own hidden villages?”
Unable to hold back any longer, the daimyo of the Land of Wind posed the question bluntly.
“Consider? Why should we consider? Those people will do anything as long as you give them money.”
Soone instinctively responded, baffled by the notion of considering the opinions of their nation's hidden village.
Had the daimyo of the Land of Wind lost his mind?
These shinobi leaders were constantly replaced, who could keep track of them all?
In their eyes, shinobi were nothing more than tools willing to do anything for money.
As long as the paynt was right, there was no need for further concern.
Upon hearing this, the daimyos of the Four Great Nations exchanged glances, sharing a silent, bitter smile.
Yes, it was true that shinobi would do anything for the right price.
But when it ca to facing Konoha, the so-called "God of Shinobi" could make them question the value of their lives.
That said, bounty hunters from the black market, rogue shinobi, and samurai...
Those were indeed viable options.
“If you’re so confident that the shinobi from your villages would accept the mission for money, then go ahead and try.”
The daimyo of the Land of Wind declared coldly.
“The Four Great Nations will handle hiring the bounty hunters and rogue shinobi from the black market. Prepare yourselves. We have a maximum of three months before we declare war on Konoha.”
The daimyo of the Land of Wind had lost all desire to continue the discussion with the smaller nations. With this statent, he ended the eting he had painstakingly organized.
However, the eting wasn’t completely over.
After the daimyos of the smaller nations left, the daimyos of the Four Great Nations convened for a private eting.
“These fools are completely unreliable. They underestimate the 'God of Shinobi' and have no concept of what true power is!”
The daimyo of the Land of Wind couldn’t hold back his frustrations the mont he sat down.
“It doesn’t matter. Let their armies be the cannon fodder. Let them exhaust Mochizuki Hui’s chakra. Once he’s worn down, the Four Great Nations will step in to finish the job.”
The daimyo of the Land of Water spoke calmly. Though not a shinobi himself, he understood the nature of shinobi battles and where their strength ca from.
If he’d had the right bloodline or sufficient talent, he might have even attempted to beco a shinobi himself.
“Our village’s Ōnoki holds a deep grudge against Konoha and Mochizuki Hui. He’ll definitely join this war.”
The daimyo of the Land of Earth added.
He was well aware of Ōnoki’s personal vendetta against Konoha and had already sent people to contact him. There was no chance that Ōnoki would ever surrender to Konoha.
“To think that after just over twenty years, another 'God of Shinobi' has appeared in the shinobi world.
“We need to co up with a permanent solution. Otherwise, if more shinobi gods keep erging, it’ll be too troubleso.”
The daimyo of the Land of Lightning spoke with a grim tone.
He had thought that Hashirama Senju was a once-in-several-centuries phenonon.
But in just over two decades, another god of shinobi had appeared.
The idea made his head ache.
“After this war, we should gradually reduce the funding we provide to our hidden villages. Ideally, we should ensure that the shinobi profession slowly disappears altogether.”
The daimyo of the Land of Water proposed, his eyes cold and calculating.
In his vision of the ideal world, there would be no shinobi, only ordinary people. Such a world would be much easier to control, allowing the daimyos to sit firmly at the top of the hierarchy.
“Yes, that’s how it should be. Or... we could establish hidden villages under our direct control, turning them completely into tools that serve us.”
He continued, and the other three daimyos nodded in agreent.
The idea was indeed appealing, either eliminate the shinobi or transform them into loyal, obedient tools.
“Let’s start by issuing the bounty hunter mission. The four of us will split the cost evenly and get rid of Konoha and Hui as soon as possible.”
The daimyo of the Land of Wind suggested, and the others nodded in agreent.
“Also, contact the other hidden villages. This ti, we’ll unite the strength of the entire world to completely destroy Konoha and the Land of Fire.”
The daimyo of the Land of Lightning added.
Though the other daimyos remained silent, their eyes glead with ambition.
Their eagerness wasn’t just fueled by fear of Hui and Konoha, it was also driven by their greed for the Land of Fire.
The Land of Fire held the most fertile lands in the world, rich with resources and blessed with an ideal geographic location.
It was a place they had coveted for a long ti.
Now that the Land of Fire’s daimyo was under Konoha’s control, it served as both a warning bell and an opportunity.
The perfect opportunity to carve up the Land of Fire.
This was also why they were willing to split the costs of the operation.
As long as they could divide the Land of Fire’s territory, they would recover any losses and more.
Thus, they grew more impatient by the second.
Their goal was clear. To destroy Konoha.
And then...Divide the Land of Fire!
