anwhile, Hui was orchestrating plans against all three.
A layered ga of scheming and counter-scheming, like a matryoshka doll.
This was indeed fascinating.
Two of the greatest manipulators in the shinobi world had now beco the targets of manipulation themselves.
And Hui had ascended as the ultimate manipulator, the shadow behind all shadows.
Among them, Ōtsutsuki Isshiki seed to be in the worst position. Hidden for so long, he had sohow been exposed without warning.
Fortunately for him, Hui didn’t know his exact location. Otherwise, Isshiki might have been fully exposed, perhaps even driven to the point of spitting blood in anger.
However, Hui's true self was still unaware that the Shadow Avatar had nearly completed his task, and both Black Zetsu and Uchiha Madara had already fallen into the trap he had ticulously set.

Every day, Kagami faced a mountain of materials. His hair fell strand by strand, and he was beginning to look like soone who had lost all hope in life.
Then there was Orochimaru, who was equally busy.
His departnt was still an empty shell, and recruiting talent was proving to be a monuntal challenge.
Despite his best efforts, few candidates t his expectations.
Eventually, Orochimaru ca to a realization:
If no one was good enough, he might as well work alone for now!
Besides, developing new techniques wasn’t sothing that could be done easily. Orochimaru himself was still learning.
He decided it would be better to master the concepts first and then recruit and train others later.
With this realization, Orochimaru paused his departnt’s work and imrsed himself entirely in Hui’s vast collection of manuscripts.
When Tobirama had ntored Hui, the latter had ticulously organized all his knowledge into a systematic frawork, creating a theory for innovative thinking.
This theoretical approach to innovation left Orochimaru utterly captivated.
In fact, among all the departnt heads, Orochimaru was arguably the most content.
Even Tsunade, currently working on dical system reforms, found herself grappling with headaches.
Though she had a vision and a frawork, implenting them was proving far more complex than she had anticipated.
Establishing a new system was never a smooth process, and without Hui’s full support, Tsunade’s workload would have been even more overwhelming.

anwhile, Hatake Sakumo, the head of the Administrative Departnt, had an equal amount of work to deal with.
While Hui’s workload was already imnse, it was Sakumo who filtered and sorted through everything beforehand.
Nearly 90% of all issues, big or small, ended up in the Administrative Departnt before being escalated to Hui.
As the departnt head, Sakumo had to handle as much as possible himself, only forwarding tasks beyond his capabilities to Hui.
The sheer volu of work he faced was nothing short of terrifying.
Among Konoha’s higher-ups, only a few could enjoy a semblance of calm. Orochimaru, ANBU Commander, and the two Police Departnt heads, Uchiha Yuta and Hyūga Hayate.
Orochimaru had essentially put his departnt’s work on hold.
The ANBU Commander was solely responsible for guarding Hui.
And as for Yuta and Hayate, most of their work could be delegated, leaving them to focus solely on critical decisions.
Speaking of Uchiha Yuta, we must ntion the Uchiha clan.
After separating from the Police Departnt, many Uchiha clan mbers chose to step down.
No longer burdened with the trivial disputes and dostic squabbles of the village, they felt a sense of liberation.
For many, dealing with those issues was far worse than going to war.
Although the clan’s prestige had diminished sowhat after the separation, most Uchiha didn’t mind.
The change opened up more opportunities for them.
No longer confined to the Police Departnt, they could now apply to join other departnts.
As long as they t the requirents, the departnt heads held no prejudice against them.
Even Danzo, deeply influenced by Tobirama, had begun to change his views on the Uchiha clan.
Having fully recognized Hui’s leadership, Danzo decided to follow him in building a brighter future for Konoha.
This shift in perspective, inspired by Hui, earned the latter’s approval.
Even Tobirama showed no objections to Hui’s heavy reliance on the Uchiha clan.
After all, Tobirama’s main concern these days was ntoring Minato.
The more ti Tobirama spent with Minato, the more impressed he beca.
In Minato, Tobirama saw a faint shadow of Hui’s own brilliance.
