The familiar conference room, filled with Konoha’s high-ranking officials and elite shinobi, was already bustling.
Everyone who needed to attend had arrived, as this was a special eting, the first one since Hui officially beca the Third Hokage.
Of course, Tobirama was absent.
Having stepped down as Hokage, Tobirama, though technically obligated to attend such etings as an elite shinobi, now preferred dedicating his ti to researching ninjutsu.
“I wonder what tasks the Third Hokage will assign. With his whimsical ideas, Konoha is bound to see so major developnts!”
“Absolutely! Look at the current state of Konoha, wasn’t it all thanks to his work as head of the Administrative Departnt three years ago?”
“I can’t wait to see the future Konoha that the Third Hokage spoke about. I wish it would happen already!”
Before the eting even began, Konoha’s leaders and elite shinobi were already eagerly anticipating what was to co.
Everyone was certain that Hui had big plans in store for this eting.
As ti passed, the mont finally arrived.
The doors of the conference room opened, and Hui, draped in his Hokage cloak, entered, accompanied by Sakumo.
Upon seeing him, everyone stood and respectfully greeted, “Third Hokage-sama!”
“Please, sit.”
Hui nodded to everyone and took his seat. Only then did the rest of the attendees follow suit.
“Today’s eting will primarily address changes in Konoha’s administrative departnts, personnel adjustnts, and the village’s future developnt plans. This will be a long eting, so let’s begin with the changes to the administrative departnts,” Hui announced directly, confirming everyone’s suspicions. Big changes were indeed coming.
“Currently, Konoha operates with seven administrative departnts: the ANBU, Administrative Departnt, dical Departnt, Education Departnt, Interrogation Departnt, Police Departnt, and the Jōnin Unit.
“But this is insufficient. I have decided to establish three new departnts: the Research Departnt, the Skill Developnt Departnt, and the General Affairs Departnt.
“The Research Departnt will focus on technological innovation, tasked with updating and creating tools for the village. It will have two divisions: the Desearch Office and the Developnt Office.
“The Skill Developnt Departnt will be responsible for the creation and advancent of techniques such as ninjutsu, taijutsu, genjutsu, and sealing techniques.
“It will have divisions for each: the Ninjutsu Office, Taijutsu Office, Genjutsu Office, Sealing Techniques Office, and others.
“Finally, the General Affairs Departnt will oversee the village’s comprehensive managent, handling various administrative matters.
“Details about these departnts and their responsibilities will be distributed in written docunts shortly, which also include adjustnts to existing departnts. Please make sure to review them carefully.”
Hui paused, giving everyone a mont to absorb the information.
Though he wanted to add more departnts, Hui knew that reforms had to be implented gradually.
This initial frawork would provide a foundation, with additional structures to follow in the future.
After a brief pause, Hui continued, “Now, we will move on to personnel adjustnts.
Sakumo Hatake will step down as Commander of the ANBU and assu the role of Administrative Departnt Head. Captain Nozomi of ANBU’s First Unit will take over as the new head of the ANBU.
“Sarutobi Hiruzen will step down as the head of the Jōnin Unit and assu the role of General Affairs Departnt Head. Nara Shikumo, the leader of the Nara Clan, will take over as head of the Jōnin Unit.
“Komina Kawahito will head the Research Departnt, and Orochimaru will assu leadership of the Skill Developnt Departnt.”
As Hui announced the personnel changes, many people were taken aback..
Even Orochimaru himself froze for a mont, stunned that he had been appointed to lead the Skill Developnt Departnt.
Though he was a young elite jōnin with formidable strength, Orochimaru was only nineteen years old.
Wouldn’t it be too early for soone so young to head an entire departnt?
So wondered silently but quickly ca to terms with it. After all, their Hokage was only seventeen or eighteen years old.
What was one more youthful leader in Konoha?
After finishing the personnel announcents, Hui moved on.
“Next, let’s discuss Konoha’s developnt plans.
My vision involves setting a long-term goal for the village and breaking it down into smaller objectives, completed in phases.
“The main goal is to transform Konoha into a prosperous, democratic, civilized, harmonious, free, equal, just, village filled with love and self-reliance.
“This is a long-term goal that will take decades to achieve. I propose a thirty-year tiline for this goal.”
The attendees nodded in agreent. Thirty years was indeed a long ti, but considering the ambitious nature of Hui’s vision, it seed barely sufficient.
Hui continued, “To realize this thirty-year vision, we will divide it into several stages, each lasting five years. The first stage will be the First Five-Year Plan.
“During these initial five years, Konoha will focus on foundational tasks such as population surveys, educational reforms, and more.”
As he spoke, the new head of the ANBU began distributing docunts outlining the key priorities of the First Five-Year Plan.
The room fell silent as everyone flipped through the pages, absorbing the details.
Hui patiently waited, allowing ample ti for the leaders to review the materials.
Once they had finished reading, he addressed the group again, “Now, let’s open the floor for discussion. If anyone has questions or suggestions regarding any of the points in the docunt, feel free to speak.”
No sooner had Hui finished than soone raised their hand.
“Third Hokage-sama, regarding this section…”
One by one, questions were raised, and clarifications were sought.
Hui responded to every query with patience and thorough explanations, addressing any doubts about the policies.
The day passed in this manner, with the morning eting stretching well into the night.
And even then, the discussions were far from complete. The scope of the reforms involved nearly every departnt, clan, and elite in the village, leaving much to be deliberated.
Fortunately, Hui’s authority as Hokage ensured that even those clans who stood to lose so privileges did not dare cause trouble. They could only grit their teeth and accept the changes.
If soone else had been Hokage, the disputes and delays would likely have dragged on for days.
“That was quite the major overhaul that will affect nearly all of Konoha,” Sakumo said as he walked alongside Hui under the streetlights that evening.
Having stepped down as ANBU Head, Sakumo no longer wore his mask.
From today onward, he was the Administrative Departnt Head, effectively serving as Hui’s right-hand man.
“This is only the beginning,” Hui replied, “If not for limited manpower and the need to avoid overwhelming the system with sudden changes, I would have introduced even more reforms.”
Sakumo’s eyes lit up. “It sounds like you have a bigger plan. I’m getting excited all of a sudden.”
The passion from Hui’s speech about Konoha’s future still lingered in Sakumo’s heart, and hearing Hui’s confidence only heightened his anticipation.
“Haha, all in good ti,” Hui replied with confidence.
“I suppose you’re right. We’ve got plenty of ti. Even thirty years from now, we’ll only be in our fifties,” Sakumo said with a smile.
To witness such a Konoha in his lifeti would be the greatest fulfillnt.
“Oh, by the way, tomorrow is the Ninja Academy’s opening ceremony. You’ll need to give a speech,” Sakumo reminded Hui.
Hui nodded, already prepared.
It would be his first public event as Hokage.
