The news of other villages entering the era of their Third Kage barely caused a ripple in Konoha.
The villagers were preoccupied with adapting to the sweeping changes brought by new policies and had little interest in what was happening elsewhere.
Whether it was a Third Kage or a Fourth Kage taking power, it had nothing to do with Konoha.
Even Hui, upon hearing the news, rely smiled and dismissed it without much thought.
History continued its course. Those individuals rose to leadership in their respective villages, taking the mantle of Kage.

In Hui's eyes, the four great shinobi villages were no longer a threat. His sights were now set on larger ambitions: the Land of Fire and the entire shinobi world.
To Hui, the current system of "one country, one village" was absurd and deeply flawed. Why should powerful shinobi submit to the authority of a daimyo? It made no sense.
In Hui’s vision, shinobi villages should be nations in their own right. This was the path forward.
Take the Uzumaki Clan’s forr holand, the Land of Whirlpools, as an example. Although it was destroyed due to external enemies, its developnt as an independent entity had been exemplary.
Alternatively, villages could operate above and apart from nations, with the countries existing solely to support and serve the villages, like the empires and dynasties seen in cultivation fantasy.
In such a model, Konoha would directly appoint the daimyo of the Land of Fire, turning the entire nation into a chanism that served Konoha's interests.
These two models were, in Hui’s mind, the only acceptable paths forward.
Allowing the shinobi villages to be equal to or subordinate to their respective nations was laughable and utterly ridiculous.
Thus, Hui was determined to create a new era. Either the Land of Fire would beco "Konoha," or it would be a re subsidiary of Konoha.
The docunts Sakumo Hatake delivered earlier were the starting move in this grand strategy.
Hui’s plan was to first infiltrate and control the upper echelons of the Land of Fire’s leadership.
Gradually, shinobi would take over national affairs until the Land of Fire was entirely under Konoha’s control.
Of course, Hui could have simply declared outright that Konoha would now rule the Land of Fire, establishing a new order.
But such an abrupt and drastic approach would undoubtedly lead to bloodshed.
Subtle, gradual change—like water eroding rock—was the optimal path.
Hui had plenty of ti fort this project. He could observe the effects of each change and adjust his approach as needed.
The recent sche by Black Zetsu, however, had reignited a sense of urgency within Hui.
He was quite eager to enhance his strength further, to at least match the level of Hashirama Senju and Madara Uchiha.
In this era before the arrival of Ōtsutsuki, that level of power would suffice.
The only obstacle preventing Hui from reaching that level was one of raw energy he currently had..
Fortunately, Hui had several thods to address this issue.
The first thod was to grow naturally.
His body was constantly evolving, gradually advancing toward a higher lifeform. Given enough ti, his internal energy reserves would naturally increase.
However, Hui lacked the luxury of ti in that regard.
The second thod was to beco a jinchuruki.
If Hui were to beco a jinchūriki, his chakra capacity issues would be resolved. Additionally, he would gain the ability to transform into a tailed beast. Hui didn’t find that transformation interesting though.
As for which tailed beast to choose… Hui’s worst-case option would be the Nine-Tails. His ideal choice, however, would be the Ten-Tails.
Capturing all nine-tailed beasts wasn’t impossible, after all.
Becoming the Ten-Tails’ jinchūriki, however, required the Gedo Statue—the physical vessel of the Ten-Tails.
The statue was currently on the moon. To summon it, Hui would need to manipulate Black Zetsu.
The process was far too troubleso, so Hui wasn’t inclined to pursue this option.
The third thod was further researching sealing techniques.
One fascinating technique from the original canon was the Yin Seal.
The Yin Seal worked by storing chakra in a diamond-shaped mark on the user’s forehead. The stored chakra could then be released all at once using the "Yin Seal: Release" technique.
Hui found the concept interesting and thought of it in terms of water reservoirs:
Imagine the human body as a water tank. Extracting chakra is like adding water to the tank, while using jutsu is like drawing water out.
The rate of water withdrawal far exceeds the rate of replenishnt, causing the tank to quickly empty during battles.
The tank’s capacity, however, remains fixed. Any excess water added beyond this capacity is wasted, and once the tank is emptied, it must be refilled from scratch.
The Yin Seal essentially created a secondary tank, increasing total capacity.
For Hui, the solution to his chakra problem was clear: he needed to build additional tanks—or perhaps even a network of such tanks.
However, the Yin Seal had a critical flaw—it couldn’t be deactivated, leading to inefficiencies.
As soone skilled in developing new techniques, Hui’s first instinct was to improve upon this design.
Perhaps he could create a "Yang Seal" based on the Yin Seal’s principles.
With these thoughts in mind—and knowing that sealing techniques were crucial for dealing with Black Zetsu—Hui decided to visit the Uzumaki Clan.

"Hui-kun, you’re really amazing! This is one of our clan’s most complex and powerful sealing techniques, and you’ve mastered it in such a short ti!" Uzumaki Mina exclaid, astonished by Hui’s learning ability.
Since the Uzumaki Clan was fully integrated into Konoha, their most prized sealing techniques were gradually being shared with Hui.

Compared to ninjutsu, sealing techniques were far more difficult to master.
To the average Uzumaki, the ancient, powerful sealing techniques Hui was studying seed almost like arcane scriptures.
