At the side, Liu Sicun echoed, “Secretary Zhang is too modest. This is hardly the opinion of a layman. I see this as an excellent suggestion that complents the advantages of Wanghai City’s tourism industry.”

Liu Sicun did not hesitate to flatter, unabashedly and without any embarrassnt, viewing Zhang Zusi as if he were a provincial party committee leader.

The goal was to create an atmosphere in the standing committee that the overall course of action had been decided. All the standing committee present were cunning individuals who generally moved in the direction of the overall situation. Once a suppressive atmosphere around the Moon Lake Bay issue was ford, Nie Zhenbang would be helpless.
