Chapter 1190: Chapter 1146 Western Region Developnt Forum Chapter 1190: Chapter 1146 Western Region Developnt Forum Western Developnt Summit Forum
In recent years, a new type of event has erged, like bamboo shoots after a rain: various summit forums have appeared on the international stage. The most familiar one is the Eastern Developnt Forum, which I organized in Liangxi City. Other examples include the Boao Forum for Asia, the G20 Summit, and the G8 Foreign Ministers’ eting. These all share a similar nature.
The topics of discussion at these forums vary, with so focusing on politics, others on cooperation, and yet others on developnt. The Western Developnt Summit Forum specifically targets regional cooperation and collaborative developnt among the provinces of the Western Region.
Held annually, this year it happens to be hosted by Ancient City for three days. The specific arrangents include provinces and cities such as Xibei Autonomous Region, Xueyu Province, Ganzhou Province, Longxi Province, Jini Province, Bashu Province, Yuzhou City, Qianzhou Province, and Caiyun Province.
The agenda includes etings led by team leaders from each province to discuss interprovincial cooperation and developnt, as well as an exhibition at the Ancient City International Convention and Exhibition Center. Every province in the Western Region has put forth their investnt attraction plans to draw in investors.
This is the sixth Western Developnt Forum. Since Ancient City is the host, most of the preparatory work is carried out by them.
July 21
In the Provincial Committee eting room, all mbers of the Standing Committee were seated as they listened to the preparatory report for the Western Developnt Summit Forum by Luo Qiuliang, Secretary of the Ancient City Committee.
As Luo Qiuliang finished speaking, Nie Zhenbang’s face showed satisfaction. The preparations made by Ancient City were comndable. Everything was taken into account, including the arrangents for the accommodation and itineraries of representatives from the business community and delegations from various provinces and cities, as well as the planning of transportation routes, public transit, and security details.
To Liu Zhentao’s view, Luo Qiuliang had done a fine job. Indeed, while Ancient City was hosting the forum, the Longxi Provincial Committee and Provincial Governnt were inevitably involved. The success of the eting was naturally related to the face of Longxi Province.
After pondering for a mont, Nie Zhenbang looked at Liu Zhentao and said, “Governor Zhentao, would you like to say a few words?”
The tone was friendly and consultative, but that did not affect Nie Zhenbang’s image within the team. On the contrary, such an approach was perceived as indicative of harmony within the provincial committee leadership. With the Governor and the Secretary maintaining a good relationship, others with ulterior motives naturally withdrew them.
Liu Zhentao was very pleased, his face alight with a smile. Nie Zhenbang’s attitude had given him great face, and this made Liu Zhentao optimistic about their mutual cooperation. At this point, he had co to understand that the benefits of cooperation far outweighed those of opposition.
The developnt prospects for Longxi Province were extrely promising. At this ti, there was no need for confrontation; within the system, there was no absolute opposition or hatred, only differences in political opinions and interests.
If there was any opposition, it was most likely due to a need for recognition. Now, Nie Zhenbang’s gestures were undoubtedly acknowledging Liu Zhentao’s presence. Collaborating with such a leader made Liu Zhentao comfortable. At the very least, he didn’t have to worry about his achievents being overshadowed or usurped.
After a mont of reflection, Liu Zhentao said with a smile, “Since Secretary Nie has called upon , I will share a few thoughts. If there is any inappropriateness, please correct , Secretary.”
This was Liu Zhentao’s way of reciprocating kindness. Relations were mutual; since Nie Zhenbang was so courteous, Liu Zhentao naturally had to respond in kind. The necessary courtesies must be observed.
Looking around at everyone, Liu Zhentao said in a serious tone, “Just now, Comrade Qiuliang’s report was excellent. The achievents of Ancient City deserve recognition. This eting is a grand gathering of the Western Region provinces. In addition, key leaders from national ministries such as the NDRC, the Ministry of Comrce, the Ministry of Finance, and the Ministry of Transport, as well as national leaders from the CPPCC and the NPC, will all co to attend. We must be fully prepared across the whole province for security work, welcoming leaders and comrades from other provinces and cities. We must also ensure ticulous distribution in hospitality.”
Continuing, Liu Zhentao looked at Liu Xiaomin and said, “Secretary-General, we will need to gather all vehicles from the provincial governnt agencies, including the small car fleet and all business vehicles, as well as those from Ancient City. Considering the arrival tis of the leaders and visitors from other provinces, we should arrange the pickup at the airport ticulously, fully demonstrating the enthusiasm and spirit of the people of Longxi. The Provincial Political and Legal Affairs Commission and the Public Security Departnt should also dispatch police forces to provide support and ensure fire safety, making certain there are no accidents or traffic jams during the conference…”
As Liu Zhentao finished speaking, Nie Zhenbang also said, “You’ve all heard what Governor Zhentao said, and his words are also my thoughts. This is a rare opportunity to showcase the character of Longxi, not to be missed. Comrade Qiuliang, from this mont on, the entire province will follow your lead. Including Governor Zhentao and myself, whatever you arrange for us to do, we will do.”
Of course, Nie Zhenbang’s remark was made in jest. Luo Qiuliang was naturally not foolish enough to actually think he could arrange tasks for Nie Zhenbang and Liu Zhentao. However, the ssage was clear: everyone was to prioritize the Western Developnt Summit Forum.
As ti went on, the Western Developnt Summit Forum finally arrived. The Vice Chairman of the Chinese People’s Political Consultative Conference, Caisang Duojie, the Vice Chairman of the National People’s Congress, and other deputy national leaders had already arrived at Ancient City by plane the night before.
Within the ministries, the leaders of the Ministry of Comrce, the Ministry of Transport, the National Developnt and Reform Commission, and the Ministry of Finance all led their teams personally. Among the provinces and cities, leaders from Xibei Autonomous Region, Xueyu Province, Bashu Province, and Yu State City also led their teams personally. In addition, the top governnt officials of Caiyun Province, Ganzhou Province, and Qianzhou Province were leading their delegations. Such stature fully demonstrated the significance of the Western Developnt Forum this ti.
Regarding this, Nie Zhenbang wasn’t surprised at all. Among them, there were quite a few acquaintances of his. Jiang Yonghao was currently the top official of the Snow area Provincial Committee. Caisang Duojie was also an old acquaintance. Li Yu, the governor of Caiyun Province, was an old classmate. Carefully counting, from their years in the party school’s training class for provincial and ministerial officials, aside from those who had retired, most of them had risen to prominence and were now leading their respective provinces. This was his network of connections.
Furthermore, his own identity as a newly appointed committee mber was also a reason why the ministries and the provinces and cities were giving such importance and support. As the seventh local provincial and city leader to also hold a committee mbership, everyone could see his potential and montum. In matters like this, one definitely wouldn’t be too harsh. Offending him would be more of a loss than a gain.
Besides the provincial committee hotels and the Ancient City Committee hotels, other establishnts such as the Capital Grand Hotel, Jintai Grand Hotel, and Jun Yue International Hotel—five-star and four-star hotels in Ancient City—also took on significant reception tasks. This conference did not account for the businessn flocking from all over, but just counting the leadership and delegations from within the system, it amounted to thousands of people.
Taking any given city for example, such as Bashu Province, Bashu had a total of 20 cities. Each city also sent their main officials. Adding on the provincial leaders and staff of Bashu, it was easily a huge team of several hundred people.
Now, Ancient City was truly gathered with rchants. In various places around the city area, large outdoor billboards displayed slogans like ‘Warm congratulations on the grand opening of the sixth (Ancient Capital) Western Developnt Summit.’
Inside the Ancient City area, exclusive channels for the conference were also specially marked out, and additional police forces were deployed at major roads and intersections to ensure smooth traffic.
July 23rd
Nine o’clock in the morning.
Ancient City International Convention and Exhibition Center
In the square, colorful flags flew, Red Flags waved, and various balloons, carrying banners, fluttered in the air. The main venue, which could accommodate tens of thousands of spectators, was filled to capacity.
In the front row of the podium, vice leaders of the CPPCC and the National People’s Congress sat in the middle. The main leaders of each province, city, and ministry were arranged according to the internal party-ranking hierarchy.
There were three committee mbers participating in this Western Forum, naly the Party Secretary of Xibei Autonomous Region Cheng Xinhua, the Party Secretary of Yuzhou City Ling Baodong, and Nie Zhenbang. Naturally, they were seated close to the national leaders. Others were arranged in order.
Liu Zhentao, as the host of the conference, first began with the national anthem ceremony. Afterwards, he gave the welco speech on behalf of Longxi Province. Then, Caisang Duojie announced the official opening of the Western Forum.
In the morning, accompanied by the standing committee leaders of the Provincial Committees such as Nie Zhenbang and Liu Zhentao, the main leaders responsible for various provinces, cities, and ministries visited the main venue and various sub-venues, and then ca to the core exhibition area.
The entire exhibition area had a building area of more than 20,000 square ters. Each city affiliate of the provinces set up their booths by city.
This initiative was unprecedented in previous Western Forums. This innovation was unanimously praised by various provinces and cities.
If only provincial and city units were represented, most projects would be large or very large. This limited the scope. Now with cities as units, large projects could be promoted and investors solicited through provincial key offices. Smaller and dium-sized projects under the control of cities allowed for greater flexibility.
In just half a day, they had already reached sixty investnt intents. This efficiency was unprecedented.
In the afternoon, it was ti for the main forum of the developnt conference. Leaders from various provinces, cities, and ministries all participated and spoke, discussing the economic and social developnt of the entire Western Region.
At this mont, Ling Baodong happened to be sitting next to Nie Zhenbang. The current speaker on the stage was Hou Yunsheng, the director of the National Developnt and Reform Commission.
However, Ling Baodong turned his head and smiled, saying, “Younger brother Zhenbang, tonight I have prepared so modest drinks at Hilton. I invite you to gather. Are you interested?” (
