The request was to defeat him. It was similar in content to "Liberating an Occupied Town," which they had done during the previous simultaneous play session, but according to the information Chika had confird, the details seed to be quite different.
"The boss of this quest... well, it’s the mayor who’s been turned into a monster. He’s incredibly strong—or rather, his abilities are apparently really troubleso. I read in a review that you absolutely can’t win if you challenge him head-on."

Rowville, the boss of "Liberation of the Occupied Town," was simply a monster that was strong in battle.
On the other hand, the mayor who was the boss in "Defeat the Corrupted Mayor" was a cunning type. Still unaware of the details, Shiori and Chika were secretly excited as they headed toward "Fall City," a field dedicated to the quest.
