Riolu was currently only level 18 and there was a gap of nearly 25 levels with Beedrill. This gap was no longer sothing resources and things like qualifications can make up for.
It's good to not get a one-shot kill by Beedrill.
Without Riolu's obstruction, Julian was exposed to Beedrill.
