When Axel reached his room, he started to think about what Angela had said. She was right. He now had king-rank Pokemons but he was still not strong enough to go toe to toe with an organization like Cipher.
He needed to have at least multiple champion-rank Pokemons if he wanted to ss with them and it would take so ti to reach there.
Champion rank was very hard to reach and even Angela only had 1 champion rank Pokemon. However, ti was not with him.
He was successful in making so friends and gathering a team but he had also made a lot of enemies. For example, he had recently made an enemy out of the ga family.
He knew that they may not be able to harm him directly but indirectly. It would be difficult for Axel.
His team was also training in the Kanto region and if sothing were to happen to him, then his team could not support him. Red was still on the mission and Red would not be able to protect him every ti.
So, he realized that he needed allies, especially from the Johto region. Only 2 nas ca to his mind.

Axel was happy with the conversation. Frank was the son of Morgan. Morgan had a very good standing in the Kanto region. So, when Frank travels with Axel, Axel's enemies would think twice before attacking him.
If Frank had changed as he hoped, then Frank could also be a valuable ally. So, he was happy with the conversation.
