During Bulbasaur's evolution in Pallet Town, Axel was not near it. He wanted it to evolve later on so he forcefully stopped the evolution. Forcefully stopping the evolution resulted in 1 reward and 2 punishnts.
The punishnts were his eyes being disabled for a month and the reward for the main quest of Shedinja reaching king ranked canceled.
The reward was puzzling.

This was a puzzling reward. Why would the system reward him on land managent when he wanted to be a Pokemon master? This was a Pokemon world, not the world to conquer lands.
Axel didn't give it much thought until he t Lance, Lorelai, Lyra and Ryker on the unknown island.
Huge acres of land could be used for many reasons. First of all, all the resources would belong to the owner. They could also set up their headquarters and other organizations. If Axel rents the land to others, he could earn a huge amount of money.
Lance, Lorelai, Lyra and Ryker were from prominent families. They knew the value of the Land. That was why Axel planned to buy it. With the help of the system, he could make a good profit.
The family picnic ca to an end. Axel called Alakazam to teleport him to the deep part of the forest.
Alakazam has been living in the city for many years. Since it was an elental-ranked Pokemon, it would go deep into the forest for its training. It had good knowledge about the forest.
"Light, can you tell more about the forest?", asked Axel.
"East, west and south regions are guarded by a Pokemon each. East and west are guarded by an elental rank Pokemon. However, south is guarded by a King ranked Pokemon.", said Light.
"Seriously, a King ranked? Why didn't it take over the other regions?", asked Axel.
"The south region is guarded by a King ranked Arcanine. It has a calm personality. It is also neutral with humans. That is the only reason why the humans in the city have not been attacked for the past 30 years."
"Ohh, that is good to hear."
"Yes, and the east and west side end with the sea. So, there are a lot of water-type Pokemons in those regions."
"I want to buy the forest. Since, I have you, Marcus, Beedrill and Nidorino, I could easily dominate the east and west region. What do you think about the south region?", asked Axel.
"I suggest you give up the south region. Arcanine may not be battle-hungry Pokemon but it also has arrogance. Fighting with a king ranked Pokemon would not be a wise choice", said Light.
Axel nodded his head.
After a while, they reached a special part of the forest. The trees in this part seed to have been cleared. It looked like a rudintary eting place.
Axel could see that there were 5 Pokemons. All of them were in elental rank and except for Pidgeot, all of them looked stronger than Alakazam.
The 5 wild Pokemons and Alakazam started to talk. Axel could not understand their language. After 5 minutes the talk ended.
The 5 Pokemons were: Slowbro, Poliwrath, Pidgeot, Machamp and Ninetales. All of them were elental ranked Pokemon.
Slowbro looked into Axel and spoke to his mind, "Light wanted us to talk to you. He seems to respect you. Let introduce ourselves. I am the guardian of the East region while Poliwrath is the guardian of the west region.
Light has requested us to et you. So, tell us what you want. We don't have much ti."
Since Alakazam frequented the forest, he knew the guardian of east and west region. So, as per Axel's request, Alakazam has set up a eting with them.
"I am going to buy the east and west regions of the forest. I want to have an alliance with you.", said Axel.
The mont he said those words, the wild Pokemons started to murmur. So of them even had an angry looks.
After settling the crowd Slowbro spoke again, "What kind of alliance are you looking for?" Slowbro spoke like an old and wise Pokemon. Axel could tell that Slowbro was the most powerful Pokemon among them.
"I want 70 percent of resources and 20 of your baby Pokemos every year. In return I will protect you and make you stronger.", said Axel.
"That is impossible. Why should we give you 70% when we can protect ourselves?", asked Slowbro.
"I also said you to make you stronger. I have a special power that would help everyone in this forest to reach the elental rank. Every hardworking rare rank Pokemon could reach elental rank in 2 yrs.", said Axel.
"Hmm... You don't seem to be speaking a lie. I can tell that much. What do you an that you would protect us?", asked Slowbro. Slowbro was a psychic Pokemon. It could tell if a person is lying or not.
"Every year, a lot of trainers co to this forest to catch Pokemon or get any herbs or resources. A lot of Pokemons are killed. Since I would buy the forest it would beco private property. So no one would co here before taking my permission.
That was why I asked you to give 20 baby Pokemons. I would give them to the locals every year in return for not interfering here.", explained Axel slowly.
"But 70% of the resources is still too much to give.", said Slowbro.
This forest has not been fully explored for who knows how long. There must be a lot of enhancing items, and other resources in the forest. Asking 70% of it was huge.
