First of all, was Gyarados's ability and hidden ability. Both of them were in 10% mastery but Axel was not concentrating on the mastery percentage.
Intimidate (ability) : This would do 2 things. First, it would intimidate an opponent and second, it would lower their attack stats at the beginning of the battle. Axel was much happier about the first function. Unlike in gas, this was a real-world, and intimidating an opponent at the beginning of the battle would be a huge physiological advantage. Lowering the attack stat was just the cherry on top.
Moxie (Hidden ability) : As per the gaming data, it would increase the attack stat of the user when an opponent faints. But the real world was a bit complicated. This ability was like an army when they are winning the war. The fainting of the opponent does increase Gyarados stat but hurting it during the battle also does. Obviously, a good level of mastery is needed for it.
In addition, Gyarados learned 3 new moves:- 'Hyper beam', 'Hydro pump' and 'Outrage'. All of them were good moves and Axel had planned to increase the move pool of Gyarados cause that was where it lacked. It had only learned 'Splash' and 'Tackle' when it was Magikarp.
Gyarados was a powerful Pokemon. There was no doubt about it. Gyarados reign supre in physical attack rather than special attack. However, almost all of its powerful attack moves were special in nature. Obviously, this was not a ga world but a real world where a Pokemon could be personally trained to be better in a particular field. Axel could train Gyarados to be a special attacker but Gyarados's hidden ability would only increase its attack, not sp. Attk. So, even if Axel trained Gyarados to be a special attacker, he could not get the advantage of its hidden ability.
So, Axel had to make a thorough plan for it.
He then moved on to Ivysaur's stat

There was not much change in Ivysaur stat compared to Bulbasaur. So of its moves had risen. Its health points had increased. The ability and hidden ability master had increased and it had learned 'Sludge bomb'.
As per Axel, Ivysaur was the most powerful Pokemon in its evolution stage. Axel had used the details of w's book and developed it to the best of his and Bulbasaur's ability. He knew for sure that Charleon was not so powerful when it had just evolved.
New evolution cos with new challenges and new plans. Axel had not made plans for any of his newly evolved and ranked Pokemons. He thought to give them so ti to adjust to their newly evolved and ranked forms.
Just as Axel was thinking of new plans, his eyes wandered off to Charleon. Axel could feel that Charleon was sad and depressed. Almost all of its friends had evolved and ranked up. Even Bulbasaur had evolved to Ivysaur when it was already a Charleon. It felt that it had not made any progress up to now.
Charleon was not good at hiding emotions and Axel knew it better cause, except for Absol, it was the only one who was born from an egg with Axel's supervision.
Axel was much closer to Charleon than Absol. Absol knew its mother but Charleon didn't. So, he could tell what it was feeling right now. Axel had already forgiven Charleon for its transgression but he thought that it had now grown more mature than before. It was now ti to concentrate on its growth.
It was already past evening and now was the ti for dinner. Gyarados had woken up and was calm. It apologized to Axel for its anger and Axel already forgave it. Gyarados and Ivysaur were congratulated for their evolution.
It was a cold night as winter was on the way. Everyone was gathered around the bonfire that had been lit up by Charleon. But Charleon was nowhere near the crowd. It had grown distant from the group now as it was under a lot of stress.
Axel slowly walked up to it and sat near Charleon.
"You look sad. You know that you can share it with ", said Axel while looking toward the trees.
Charleon didn't say anything.
"I know what you are feeling. Do you want to get strong?"
"Char... Charleon", it said turning towards Axel.
"Good. I like your spirit. But I have a condition. You have to follow my training plans, and my every order and you have to believe . It may not be to your liking but you have to do it." , said Axel also turning towards Charleon.
"CHAR.. CHARRR", it approved with a loud voice.
"Are you sure? I am going to be strict"
"CHARRR.. CHARLEON", it roared.
Axel then raised his fist toward Charleon and then said, "Ok. Then I would make you the most powerful Charizard in the world. More powerful than Oak's Charizard. I promise you that"
Charleon slowly bumped it with its own fist.
"Char... Charleon"
