Dou Yuan crossed his arms. "Since when has the Sanctuary Empire ever had any sha? It’s obvious they see Su Daji is a rare and powerful counter-control card; they’re tempted. Once the card is handed over, it’s as good as in the Sanctuary Empire’s possession."
On the surface, the International Association was a global union of Spirit Card Masters, but in reality, it was controlled by the three major empires.
The critical issue was Yunxia’s embarrassingly low status among them.
