The reasoning was straightforward: URA’s reputation had collapsed completely, so capable, ambitious trainers—even newly graduated ones with ambition—would rather work regionally than join URA. They were deliberately boycotting URA’s recruitnt.

The biggest beneficiaries of this mass exodus were naturally the Central and Regional Tracen Academies. After the mass departures, URA reportedly had no choice but to urgently recall a batch of trainers who had already retired.
