The news of Kozuki Sukiyaki's death spread quickly from the Flower Capital, causing an imdiate ripple effect. The gang and ronin who had road the countryside, wreaking havoc under the guise of being "loyal subjects" of the Kozuki family, vanished almost overnight.
However, the Marines were not about to let them slip away so easily.
With active cooperation from local residents—many of whom had suffered under the chaos caused by these troublemakers—the Marines launched a thorough operation. They scoured the mountains, patrolled the forests, and searched every street and alley, dragging out the remaining miscreants from their hiding places.
The process that followed was swift and efficient. Those identified as criminals by nearby villagers were sent to the mines. For those who had caused minimal damage or avoided violence, leniency was shown. They were sentenced to perform voluntary labor alongside the Marines, helping to rebuild houses, shops, and other structures damaged during the turmoil.
The combined efforts of the Marines and local residents began to transform Wano Country. The atmosphere shifted, and a newfound sense of stability took root. With every act of rebuilding and protection, the residents of Wano gradually ca to accept the Marines as their new guardians.
Despite the Marines' insistence that they were not rulers but protectors, the people of Wano had their own perspective. In their eyes, the Marines were the first leaders in decades who truly cared about their welfare. For them, it didn't matter whether Luffy and his forces called themselves generals or not—they had brought peace, and that was enough.
As a result, a new nickna for Luffy began to circulate among the people: Seagull Shogun. The title amused the Marines, though Luffy himself remained oblivious to it for the ti being.
Under Marine managent, Wano Country steadily stabilized. Markets reopened, children played in the streets, and the once-oppressed citizens began to rebuild their lives.
Sitting in the newly renovated base chief's office, Luffy spoke confidently into the Den Den Mushi. "With the joint efforts of the G66 Marine, Wano Country has entered a period of stability. I'll continue working to make G66 the most indestructible branch in the New World!"
On the other end of the line, Fleet Admiral Sengoku listened with a satisfied expression. "You've done well, Vice Admiral Luffy," he said. "I'll ensure that the 271 Marines who sacrificed their lives are posthumously awarded dals as per your request. As for your achievents, expect formal recognition soon."
"Thank you, Fleet Admiral," Luffy replied, his tone professional.
After the formalities, Sengoku shifted the conversation, his voice softening as if addressing a family matter. "Alright, enough of that. Have you read the latest newspaper?"
Luffy glanced at the folded newspaper on his desk and sighed. "Wano Country is too closed off. Even Morgan's news birds won't co here. Maybe you could ask him to set up shop in Wano?"
Sengoku's face darkened, his frustration audible even through the Den Den Mushi. "I'll see what I can do," he said tersely. "But that's not what I'm talking about. Did you see the headline? The World Governnt has officially passed the resolution to incorporate Amazon Lily as a mber state. That was my doing, you know!"
Luffy held the Den Den Mushi slightly away from his ear to avoid Sengoku's exasperated rant. When the outburst subsided, he responded with mock gratitude. "Thanks, Fleet Admiral. Hancock and I will bring gifts when we visit to show our appreciation."
"Hmph. You'd better," Sengoku grumbled, though there was a hint of satisfaction in his tone.
The two n exchanged updates on recent events before bidding farewell. As the call ended, Luffy leaned back in his chair and sighed in relief. "Finally, the Wano Country ss is wrapping up. Maybe I can take it easy for a while."
Luffy's office reflected his leadership style—organized chaos. While his desk occupied the center of the spacious room, it was flanked by two smaller desks on each side. On his left sat Lieutenants Ain and Hina, diligently managing reports and logistics. To his right were his secretary, Khalifa, and advisor, Kujaku, handling strategy and correspondence.
