Before the fall of the Rocks Pirates, Bob had planned to form his own pirate crew. But now, he had changed his mind.
Instead of forming a pirate crew, he would form an alliance—a super alliance.
By recruiting all the strongest individuals, he was certain he could throw the World Governnt into chaos.
