Territory of the Pirates of the Dawn.

Luffy was talking with his grandfather while they were discussing a final project of the new Marines called Sword and where they would build their base.
It was certainly a strange thing, for the Marines to decide to build their base in the territory of the most powerful pirate in the world.
Even so, they still accepted the terms, seeing that the World Governnt was their enemy too.
And thus, the alliance was ford between the allied forces of the Dawn Pirates and SWORD, the organization created by forr Marines who had decided to beco independent.
Luffy agreed to it, especially to not be the boss of his grandfather and the other Marines, just an allied partnership with the goal of seeking a better world, with justice, and with Luffy promising that they wouldn’t commit cris against innocent people.
"Buahahahahaha. This sounds like the weirdest thing in the world, don’t you think?" Garp laughed as he handed a paper to so mbers of SWORD.
They seed to be Marine engineers as they studied the proposal Luffy had submitted.
"Well, here’s the location, and it’s very strategic, on one of the islands at the edge of the territory... Are you really going to give us the whole island?"
One of them asked directly to Luffy, standing in front of them.
"Sure. You can use it to build the base you want. I removed most of the animals from it, but I know Grandpa will clearly want to train the recruits with the animals,
so I left the giant modified animals that can even use the 6 styles and haki," he said, while everyone got goosebumps hearing that,
with Garp laughing in a maniacal way, even though they were impressed by the Yonko’s generosity.
"Anyway, we’re also going to provide materials.
I’ll make use of what we have left in stock of Wapotal so you can build sothing even bigger and better than Marineford.
In the future, you’ll be able to move the base wherever you want, once we’ve eliminated the common enemy and the world is in a better place," Luffy said.
The crowd went silent, but so were already nodding at Luffy.
Fujitora, Zephyr, his group, and X Drake were also with them, although Zephyr still held resentnt toward Luffy,
after having to settle for not being able to kill Weevil and losing all his explosive stones that Luffy took from him.
But Luffy obviously wouldn’t leave that kind of weapon in that guy’s hands anymore.
Even so, he accepted this new path for the Marines, serving the new Marine force in the pursuit of justice.
"Well, I’ll leave so mbers of my fleet here while they help you with the construction of your bases," Luffy said as he began to leave the place.
But he stopped first, in front of Coby, who was in a corner with a blonde girl with a ponytail, seemingly having so affection for him.
"Hey, Coby."
Luffy approached him, while Coby imdiately froze — not out of fear, but out of surprise.
After Luffy had said those words to him when testing him with his full power, he didn’t expect him to talk to him so soon after what happened.
"Hope that didn’t discourage you, huh?
And Grandpa, make sure you teach him Conqueror’s Haki properly, since he’s the only young Marine who has that power,"
Luffy turned to Garp after speaking to Coby.
Garp was there, scratching his nose, seemingly not caring much.
"I’ll think about it," was all he replied, while Luffy shrugged and moved on, knowing very well that he would treat Coby like a precious gem.
He t with his father once again.
"I want you to be able to move your headquarters here," he pointed to one of the also wild islands in the territory, while Monkey D. Dragon seed thoughtful but nodded.
This was Luffy’s final point with the revolutionaries. He would provide protection to the revolutionaries in his territory, placing their headquarters there while they carried out missions around the world and grew stronger—after all, Luffy wanted to train that big-breasted woman.
The World Governnt couldn’t do anything to stop it, while they would have a headache watching those who wanted to destroy them unite and move to an area they no longer controlled, and everyone in Luffy’s territory was self-sufficient thanks to the countries that made up the territory, not needing much from the outside.
On the contrary, in fact, there were factories in those places that were highly sought after around the world, whether for the drinks from Whisky Peak or the rare tal that began appearing in other kingdoms, called Wapotal, created by Lola, along with many other items.
It would make the world—and even the governnt—have an even bigger headache.
All the leading mbers of the Revolutionary Army were behind Dragon at that mont, watching his response. At that ti, Burgess still hadn’t found the current headquarters, since things hadn’t happened in Dressrosa like in the original tiline.
Their territory was still safe, but certainly, Luffy’s territory was even more protected, especially after learning that the World Governnt had a weapon capable of destroying an entire island, like what happened with Lulusia.
If it weren’t for Luffy’s intervention, it would have been destroyed—and Sabo killed, since he doesn’t have a fire logia.
"Alright. We’ll move the headquarters here, as you’re suggesting," Dragon finally said.
"Alright. I also want you to get in touch with my Baroque Works, my intelligence force, which is handling both New World espionage and expansion into the other Blues.
I’m sure they can be perfect allies for you and can work together," Luffy said, while Dragon nodded.
It would be good to have a better communication force than they had before, able to deliver information and increase their knowledge about world events even faster.
"Now I’ll let you organize this. I’ll also give you materials to build your base. Or, if you prefer to be discreet, you can build inside the island," Luffy suggested.
"We’d prefer to be more discreet," Dragon said, as they decided to keep the island deserted on the surface, while building a base underground.
"I’ll assign soone to help you with that using his fruit," Luffy said, thinking of Pica, who could reshape the entire terrain, while Dragon nodded.
"I’ll leave you to organize now. Review and set things up. I’m off."
With that, Luffy left the place, passing by everyone, but stopped when he saw Sabo.
"Hope I find you stronger when we co back with the One Piece, Sabo," Luffy said, while Sabo gave a wide smile, of course. But Luffy wasn’t finished.
"Besides that, you’re already getting old... It’s ti to give so nephews," he said, leaving Sabo surprised, as his face turned red along with Koala next to him.
Luffy winked at him and walked away.
Luffy t with the forr mbers of the Donquixote family, while soone had also just arrived in the territory a few days ago.
"Luffy-chan!!!" Bentham shouted, spinning his body.
"Hello, Bentham. How are you?" Luffy asked. Bentham had arrived two days ago, but Luffy had been quite busy trying to speak with him, and ended up informing him he’d et him here along with new mbers of Baroque Works.
"I’m great, Luffy-cham!!!! And you?" he asked while dancing, as the other mbers found his behavior very strange.
"I’m great, thanks for asking," Luffy replied, looking at all the mbers in front of him.
"So... they are?" Bentham asked.
"Yes, they’ll be the new force of Baroque Works. They’ll work with you in the espionage sector and also in the underworld, taking over all the operations that weren’t resud after Doflamingo’s death," Luffy said, while Bentham nodded.
"Except for Pica, all of you will be working in that sector," Luffy continued, while Pica looked surprised.
"Wait... I’m not going with them?" he asked with his high-pitched voice. Luffy, already used to it, didn’t burst into laughter like the first ti he heard it when he invaded Dressrosa, and simply nodded, while Bentham tried to hold back his laughter.
Pica was irritated but didn’t say anything, knowing full well that Luffy would beat him if he tried to attack Bentham. They already understood enough to know they couldn’t face the Admiral of the Dawn Pirates for more than a second before eting a quick death.
"You’ll beco the official engineer of the territory. You’re better suited for civil construction. That’s why I want you to stay here and assist with your powers wherever necessary. But rember: don’t hurt anyone just because they laughed at you. Otherwise, things won’t go well from there," Luffy said, threatening him at the end, while Pica swallowed hard and nodded.
"Well, let’s train them!" Bentham said excitedly.
"They’ll be your responsibility from this mont on. Teach them everything about your sector and also learn everything about the underworld they managed. I’ll leave them with you. Mikita will also rejoin Baroque Works, but she’ll stay more in the territory, because of my newborn son with her," Luffy said, while the dancer nodded.
All kinds of movents were happening now in his territory, while the Marines were already preparing the construction of their base.
Revolutionaries were likewise creating a hidden base in one of the locations in the territory.
Baroque Works was gaining a new set of powerful people who would help both in espionage and in strengthening its presence in the underworld.
Luffy found Bepo and Carrot on one of the islands as they walked together.
It seed a rather romantic atmosphere had been brewing between them lately.
They were both minks, so it should be... normal among the race, while Bepo seed to ignore all the other females of the race, he had a certain affection for Carrot.
Luffy appeared in the next mont flying from the sky, startling both and interrupting whatever was happening at that mont.
"C-captain..." Bepo muttered, stamring.
"Hello, Bepo. Hello, Carrot. Sorry if I’m interrupting your mont, but I wanted to bring up a few things. And, since I saw you, I’d rather talk in person than over the Den Den Mushi," Luffy began, while Bepo turned red and even Carrot wore an embarrassed expression.
"Anyway, I need you to make a report on the creation of a naval force similar to the Marines and also to the Revolutionaries,
establishing both bases in my territory and how the world will react to it," Luffy requested from Bepo, who had been, from the beginning,
the most knowledgeable person in geopolitics on his crew.
He didn’t initially know where all that knowledge ca from, but Lami had told him that when she adopted him, becoming a sort of mother to Bepo,
there were so books she didn’t read, as she wasn’t interested in anything beyond dicine.
And Bepo ended up studying books that talked about politics and how it impacted the world.
"Captain, you... are you saying that... you’re saying that the SWORD naval force, your grandfather’s, and your father’s force, the Revolutionaries,
will be building main bases here?" Bepo exclaid, stunned, as if he had seen a ghost, imagining the impact this would have calculated in his head.
But in the end, he just nodded.
Luffy should’ve asked for this before agreeing to accept both these very specific forces building their bases in his territory,
but he would have accepted them anyway — aligned with his goal and sharing blood with them,
he would deal with the consequences later.
"Yes. I need a report on them.
Anyway, Carrot, I’ll also need you first thing tomorrow. It’s ti we deliver more newspapers across the New World. I’m going to need your fruit, after all," Luffy said.
Carrot was responsible for the mysterious appearance of newspapers at the doors of everyone, on every island of the New World — sothing the World Governnt had no idea how was happening.
But she had a special fruit, which Luffy had acquired after spending several billions on the system,
and with its power multiplying the strength and range of Carrot’s fruit, she could expand throughout the entire New World.
They nodded.
Luffy let the couple continue their date.
He was happy about it — the sa with Chopper, who had also developed a certain relationship with a Mink doctor in Zunesha,
and he was there at that mont, with the elephant roaming through the territory.
