"Marshall Sengoku, I believe you have already guessed the purpose of our visit!" As soon as he sat down on the sofa, Bass seated on the left got straight to the point.
"Indeed, we are here regarding the matter of Vice Admiral Orion. This investigation and trial against Vice Admiral Orion were not forcibly initiated by Enies Lobby, nor do we have the direct authority to intervene. After all, we are both directly subordinate to the World Governnt and hold the sa status!"
As he spoke, Bass took out a docunt from his pocket and handed it to Sengoku.

As the Marshall, all he could do was issue appropriate warnings at the right ti. What mattered most was that the ill-gotten gains Orion had acquired weren't used for personal enjoynt but were instead spent on causes the World Governnt had neglected, helping those who truly needed assistance.
As the Marshall of the Marine Headquarters, and soone known as the "Resourceful General," how could Sengoku not be aware of the persistent corruption within the Marines? But deep down, he understood that while so forms of corruption needed to be eradicated, corruption like Orion was, in a way a positive direction for the Marines as a whole.
Seeing that Sengoku was rely staring at the docunt without picking it up, Bass didn't waste words. He took out another investigative report from his pocket and said with a serious expression.
"Marshall Sengoku, this investigative report isn't from the Internal Investigation Unit. It's from CP0."

Bass aning was simple: Orion must die, or the World Governt would not rest easy. And Bass visit was not to discuss the matter but to tell Sengoku not to interfere.
After a brief silence, Sengoku picked up the docunts on his desk, glanced through them, and shook his head helplessly.
