In the most renowned restaurant of the Flower Capital, Giberson, Lu Feld, Morgans and Stussy sat in a row, while across from them were Gion, Crocodile and Perona.

Orion occupied the seat of honor at the head of the table.

After a few drinks, Giberson and the others gradually loosened up and began offering suggestions and ideas tailored to his interests.

Orion didn't interrupt, listening quietly.

Even as a transmigrator, he wasn't omnipotent.

All he could do was propose a general direction and vision—the details and execution required the expertise of these shrewd individuals who maintained delicate balances within the underworld and various factions.

This was also why he hadn't eliminated them all—cultivating new talent would take ti.

For constructive and necessary opinions, Orion accepted them one by one, instructing Crocodile to take notes.

Surprised by Orion's genuine regard, the group fully relaxed, speaking freely as if eager to put their ideas into action imdiately.

As the sky darkened, over the course of a al lasting several hours, they drafted a near-perfect plan for Wano Country's developnt and long-term strategy.

Holy Land, Pangaea Plaza.

Looking at the sea of Celestial Dragons, Saturn, Topman and Ethanbaron were utterly exasperated.

The Celestial Dragons weren't making outrageous demands—they simply wanted the elders to intervene and stop Doflamingo.

They wanted to stop him too.

But the current Doflamingo was no longer the sa man who once knelt humbly before them.

"Severely punish Doflamingo! The Celestial Dragons must not be defied!"

"Severely punish Doflamingo! The Celestial Dragons must not be defied!"

"Severely punish Doflamingo! The Celestial Dragons must not be defied!"

Seeing the three elders remain silent, the Celestial Dragons grew frantic.

Led by Fernando, they escalated their chants, demanding harsh punishnt for Doflamingo.

"Topman, you handle this!"

Saturn tilted his head slightly towards Topman, who stood between him and Ethanbaron and added.

"Only you can resolve this matter!"

"How am I supposed to resolve it?" Topman's face darkened instantly. "Severely punish Doflamingo? Give these fools an explanation? Try punishing him and see what happens!"

"We still need a solution!" Ethanbaron interjected, his voice grave. "We can't let them keep causing trouble. If Imu-sama finds out we can't even handle such a minor issue, they'll be even more disappointed in us!"

His expression suddenly turned ruthless.

"Either punish Doflamingo severely, or have the God's Knights take the Celestial Dragons away! Besides, since Doflamingo has already returned to the Holy Land and beco the vice-leader of the God's Knights, we might as well restore his status as a Celestial Dragon and let him take control of the Holy Land's Donquixote Family!"

Hearing this, Topman's eyes lit up.

This was indeed a good solution.

They couldn't punish Doflamingo now, but they could certainly rein in these Celestial Dragons.

Most importantly, once Doflamingo regained his Celestial Dragon status and took charge of the Donquixote Family again, punishing its mbers would be entirely justified.

With this in mind, Topman no longer hesitated.

He stepped forward decisively, his aura surging as an invisible pressure enveloped the crowd.

"Silence!"

"Don't you know that Doflamingo has already regained his status as a Celestial Dragon and taken control of the Donquixote Family? Punishing his own family mbers is well within his authority. Why are you all following the father and son in this nonsense? Get back to your hos! If you keep causing trouble here, I'll hand all of you over to the God's Knights!"

"???"

Garrison and Fernando, standing at the front of the crowd, were covered in question marks.

After a brief mont of stunned silence, Garrison looked up in disbelief.

"Elder Topman, since when has Doflamingo taken control of the Holy Land's Donquixote Family?"

"Just now."

Topman dropped all pretense, his voice icy.

"Any objections?"

"Fufufufu, still here? What a lively gathering!"

Laughter rang out as a group of people strode forward.

Leading them was none other than Doflamingo, the newly appointed vice-leader of the God's Knights.

However, those following him weren't mbers of the God's Knights but rather his forr executives and subordinates from his ti as king of Dressrosa.

Walking at Doflamingo's right side was Diamante, one of the Donquixote Family's four highest-ranking executives, codenad "Diamond."

Wearing a fur-trimd hat and a red cape, Diamante glanced at Topman and spoke with a serious expression.

"We all heard what you just said, Topman-sama! Since you've made it clear, we'll accept it!"

"Hmm?"

Observing Diamante and the others who had arrived with Doflamingo, Topman's eyes sharpened as he said in a low voice.

"Doflamingo, what is the aning of this? How dare you bring these people to the Holy Land without permission? Even with the Fleet Admiral backing you, know your limits! This is the Holy Land!"

"These people?"

Doflamingo grinned, his expression turning sinister.

"They are the true mbers of the Donquixote Family. The rest are imposters and must all be expelled from Mary Geoise!"

With that, Doflamingo flung the Den Den Mushi he was holding toward Topman.

As soon as Topman caught the Den Den Mushi, an order echoed from it.

"Do as Doflamingo says."
