As the Hokage, if he couldn't even resolve this matter, then Hiruzen would be sowhat unqualified. It would be better to abdicate earlier and let Kazuki beco the Hokage.

"But we don't know where the opponent is." Hiruzen said with a helpless bitter smile.
He had the resolve of a Hokage, and the resolve to sacrifice himself for it. He had it twenty years ago, and he still had it now. He was prepared to sacrifice himself.
If he found the opponent, Hiruzen wouldn't mind using the Reaper Death Seal to seal them. He just didn't know if it would be effective against an opponent of this level.
Reaper Death Seal was strong, but it wasn't omnipotent, Hiruzen knew this well.
By the way, why didn't he die with Danzo?
