Chapter 95: Alliance Program Developnt
"The Third Hokage and the village elders have placed great importance on the idea of forming an alliance. At this morning’s high-level eting, the proposal was unanimously approved by all the clan heads and key leaders of the village."
"By afternoon, Sarutobi Hiruzen had already begun assigning tasks. Advisors Utatane Koharu and Mitokado Homura have been dispatched to the Land of Fire to et with the Daimyo. We believe they’ll soon secure his formal approval."
"As for the Shipping Chamber of Comrce, we’ve arranged for a special team to investigate their background and determine whether they are truly qualified to serve as the interdiary for the alliance across nations..."
Late at night, in the study of the Hyuga clan’s main house.
Ryosuke and Hinata sat side by side across a large wooden desk. Across from them sat Hyuga Hiashi, looking visibly worn from exhaustion.
The village’s ergency eting, sparked by the Wave Country incident, had finally ended in the early hours of the morning. Yet Hiashi hadn’t rested. As soon as he returned, he gathered Ryosuke and Hinata to brief them on the eting’s results.
And just as Ryosuke had predicted, Sarutobi Hiruzen had been the first to support the alliance plan, especially since it was rooted in economic ties rather than military expansion.
The Hokage had long hoped that the village could shift toward peaceful developnt, avoiding the aggressive, expansionist path of the Hidden Cloud Village. He and the other leaders quickly grasped the plan’s core intent: if the alliance succeeded, peace across the ninja world could be sustained for years. As long as no internal chaos erupted within the alliance itself, the other great nations would hesitate to provoke war.
"No surprises there," Ryosuke muttered, nodding after a thoughtful pause. He absorbed Hiashi’s words carefully. "So... what role are we Hyuga expected to play in this plan? Did Sarutobi Hiruzen make that clear?"
Though the Hyuga clan had initiated the idea, it was clear the plan had now outgrown them. Only figures like Sarutobi Hiruzen or the Daimyo of the Land of Fire had the political weight to steer it.
"After the eting, the Hokage did speak with privately," Hiashi said, as if he had been expecting Ryosuke’s question. "He hopes the village will take over the main responsibilities moving forward."
Hiashi paused, then continued, "Once matters within the Land of Fire are finalized, the Hyuga will lead a team to return to the Land of Waves. We’ll et with the village representatives and the Seagull Shipping Chamber to begin formal negotiations and handover of duties."
"And if the alliance is finalized," Hiashi added, "Konoha—and even the Land of Fire itself—will allocate a share of the alliance’s yearly profits to our Hyuga clan."
He leaned forward slightly, locking eyes with Ryosuke.
"Also... the Hokage and the village elders have agreed to grant us control over the Poilice Force. The sa responsibility that once belonged to the Uchiha."
Ryosuke blinked, confused for a second. Hinata said nothing but listened carefully.
"The village wants us to transfer this entire matter into their hands," Hiashi said, "and in return, they’ll ensure the Hyuga enjoy a stable and comfortable future."
"You agreed to that?" Ryosuke frowned. "The Poilice Force, really?"
A peaceful life did sound appealing—especially to Hinata. Ryosuke himself valued the quiet stability that allowed ti to focus on training and growth. These past weeks in the Land of Waves had eaten into his practice. He was itching to get back to chakra studies, to explore elental natures and their combinations.
But taking over the Poilice Force wasn’t a minor role. It was a heavy job—and not a safe one.
"I didn’t agree," Hiashi replied firmly. "The position has authority, yes—but it’s risky for the clan, especially now."
Ryosuke exhaled in relief.
"I told the Hokage I’d prefer the Hyuga to shift toward diplomatic influence within the Land of Fire," Hiashi continued. "While it’s true that shinobi usually avoid direct involvent in politics, it’s acceptable for us to act as retainers or advisors to governnt officials."
"But even that decision is beyond the Hokage. The Daimyo has to approve it first. Still, I believe he will. After all, we’ve already made considerable sacrifices."
"That’s... definitely the smarter choice for now," Ryosuke agreed, his tension fading.
Though his father’s thinking was more strategic than most shinobi, Ryosuke didn’t mind. From a clan head’s perspective, it was the right approach. The Hyuga needed to survive—and thrive.
"There’s one more thing," Hiashi added, this ti addressing Hinata. "I don’t want you attending the next conference."
Hinata blinked in surprise. "Why?"
Hiashi hesitated for a mont before explaining, "There are no true secrets in this world—especially not when it cos to a plan this large."
"Even if all involved nations try to contain the information, there’s no guarantee it won’t leak. The next eting will be dangerous. Other nations, excluded from the invitation, may try to sabotage it. A small-scale conflict could easily break out."
"If that happens, blending into a large crowd won’t help you. It’ll only limit your movent—and possibly put you in more danger."
"This isn’t urgent," Ryosuke replied calmly. "The next eting isn’t happening tomorrow. A lot can change by then."
He t Hiashi’s eyes seriously.
"But I promise—if I’m not prepared by then, I won’t go."
Right now, training remained Ryosuke’s top priority. Everything else was secondary—except for the alliance. That ca next.
This plan was his creation, after all. He had thought through the benefits and the risks. If it succeeded, the ninja world might enjoy a period of true peace. Akatsuki’s hunt for the tailed beasts would be severely disrupted. That alone would buy Ryosuke valuable ti to grow stronger, to push past his limits.
But if the plan failed... the Fourth Great Ninja War might break out sooner than expected. The tiline could accelerate.
So yes, the alliance was vital.
And while Ryosuke had a backup plan in place, deep down, he still hoped things could unfold smoothly—so he wouldn’t have to burn everything just to survive.
