Because, the Third Tsuchikage, Ōnoki of the Two Scales, had personally arrived at the front lines!

Jiraiya’s white hair instantly grew wildly, like living white giant serpents, entangling one of the rock hemispheres, forcibly slowing its closing speed. Simultaneously, he spat out scorching flas from his mouth.
"Fire Release: Great Fla Bomb!"
A giant fireball struck the other rock hemisphere, exploding into a sky full of shattered stone!
The battle instantly turned white-hot!
At the edge of the battlefield, Sora stood quietly in the shadow of a large tree, observing the entire situation.
His gaze swept over that small figure floating in the air, radiating terrifying chakra. Ōnoki.
’Dust Release... Kekkei Tōta. It is indeed a bit troubleso.’
Sora assessed in his heart.
With his current defensive capabilities, taking Dust Release head-on would probably be tough. Unless he activated the complete Azure Dragon form, but that wasn’t necessary.
