Many people imdiately stopped when they heard his voice.
However, one elderly man didn't seem to hear him and walked past Sarutobi Lian and his group, carrying a bundle.

Sarutobi Lian kicked the man, sending him flying. "Old man, didn't I tell you to stop? Why are you still moving?"
The old man fell to the ground, struggling but unable to get up.
