The two Legendary Mages were to the North, physically near him. If they attacked him first, it would prompt others to counterattack. But should he be the aggressor, it would be his just punishnt.
Then there’s the Klein Empire, a solid empire he could certainly not contend with.
At least unless the Chirali Empire aid to completely conquer Klein Empire and initiate a war for nation-extermination, there wasn’t much he could do. How co these three foes were beyond his ability to deal with?
