Many people couldn’t travel because the fees of transportation were too high for them.

When Kevin saw that everyone seed to be totally stunned, he told them : “As Sora said so well yesterday, those who helped us will receive extraordinary rewards, while those who decided not to participate in this battle will have to bear the consequences.
The Sun Sect was the only Sect to fully participate in this battle and all the instructors put themselves in danger to free the Queen.
They took this decision without even knowing that they would be fighting for because only those who agreed to participate in the battle knew of my existence, and it was also a test of the loyalty of our allies.
The leaders of the capital academy refused to answer our call and even though they didn’t take sides and didn’t fight for the King either, there is no way that this academy will remain in the capital.”

Also, and this goes for the Moon Sect and the Sky Sect as well, I would like to see the credit that the Sun Sect gave to new students with high potential extended to all those who have a potential of becoming a mage or fighters.
By crafting potions, the mages can easily pay back their tuition fees, and for the fighters, the money they earn from looting dungeons will help them pay back their tuition fees as well.
If needed, the palace will provide the necessary resources for all Sects to implent this new way of paying the tuition fees.
Because anyone who has the potential to beco a mage or a fighter should not have to worry about money.”
Axel then added : “I don’t know if you’ve noticed yet, but the number of blue and purple dungeons has increased dramatically lately, and this increase in dungeons will now remain permanent.
So as Kevin suggested, all new fighters should have the chance to loot blue dungeons now to gain experiences and so money.
More teams can be created and the number of expeditions we have been doing so far can be doubled or even tripled in so areas.
This will also give the newbie fighters a chance to buy their own weapon much earlier than before.”
