His position was the Deputy Manager of the Experience Departnt in the General governnt office.
This was the General Governnt’s administrative departnt, without much real power on the surface.
However, after the General Governnt delegated power, this departnt had beco the only one besides the Internal Canon that could “pinch” the five major forces in the General Governnt.
After all, the Horizon Bureau was still a bureau in na, and appointnts and dismissals of the Five Major Town Stabilizing Divisions had to go through the General Governnt.
The departnt handling these was the Experience Departnt.
They could find any excuse to hold up a smooth appointnt, possibly delaying it by more than six months.

But Vanessa never divulged this information willingly, and Owen never asked.
