It will kill a lot of plants, but the majority of them will survive. A few would even advance to Pri.
Unlike monsters, it is slow with plants. Three weeks aren't enough to take them to the Pri. Less than 1% of the Sky Sovereign plants will be able to manage it.
Suppose it had lasted for a few months. The numbers would have been much higher.
