Out of the Eight Gods of Qi Land, only the Five Masters, Heaven and Earth Soldiers, and Yin-Yang remain.

These five gods possess the strongest cultivation. Although they are Innate Divine Beings whose era is waning, their foundation still exists, and conquering them will prove even more difficult.

The Five Masters each have cultivation levels around the Primordial Spirit Peak. While they may not possess the overwhelming power to harmonize with the Dao and freely manipulate the rules of Heaven and Earth,

"The Jade Palace shall serve as the Central Office, with its officials selected by the two deities. Ideally, these officials should encompass Heaven, Earth, Human, and Divine categories and serve under the three emperors. The citizens of the Undying Country will be divided into respective departnts based on their nature."

Heaven, Earth, and Human refer to Heaven Gods (such as various Star Lords, Heavenly Gods, and Four Seasons Officials); Earth Deities (like those governing mountains, rivers, vegetation, beasts, City Gods, and the Yin Bureau); and Humans (including Heavenly Masters, Sect Leaders, societal customs, culture, marriage deities, Earth Immortals, Independent Immortals, and True Persons).

"How should the citizens of the Undying Country be categorized?"

"For example, Feathered People and others associated with wind will fall under the Wind Departnt. Fire-eating Country folk and Earth Core People will belong to the Fire Departnt. Three-eyed beings, Houyan creatures, Lords, and Little People will be assigned positions such as guardians or inspectors. Kobolds, Three-headed n, Half-Snake People, Crocodile People, and Alligator n with earth-based abilities can temporarily assu roles as deities overseeing mountains and rivers."

In general, everything will be ticulously subdivided. From this point onward, there will be no more countries or tribes.

Instead, the divisions will strictly follow the three categories: Heaven, Earth, and Human.

"While there may not be enough people now, we can gradually fill out the frawork in the future. Step by step, we’ll reclaim the authority over the sun, moon, stars, and heavens. Soday, this could beco a complete Heavenly Court in its own right."

The Queen Mother of the West committed everything to mory.

Citizens of the Undying Country are Abnormal Soldiers, as are Immortals.

One characteristic of Abnormal Soldiers is reproductive difficulty—they have low chances of conception and long gestation periods, spanning decades or even centuries.

Furthermore, the higher one’s Taoist Realm, the harder it is to conceive.

Childbirth inherently involves the transfer of maternal Primordial Energy to give life to the fetus. For those with high cultivation, a perfect and seamless spiritual body makes it exceedingly difficult for a fetus to absorb their energy.

Hence, in mythology, the offspring of immortals are often extrely gifted. After all, only those with extraordinary aptitudes can be successfully born.

Since the fetus absorbs maternal energy, the mother inherently suffers so depletion, as a portion of her Primordial Energy is transferred to the child.

Therefore, relying on childbirth to dominate the world is impractical. Even if a Primordial Spirit sacrificed their life to produce a thousand Qi Refinent fetuses, what are the odds of all of them advancing to the Primordial Spirit level?

Ultimately, at higher levels of cultivation, innate talent ceases to be decisive—comprehension and opportunity beco the keys.

Thus, immortals are unwilling, and indeed struggle, to reproduce.

This difficulty is even more pronounced for Innate Divine Beings; the more they procreate, the weaker they beco, eventually compromising themselves.

If these beings marry mortals, the difficulty of childbirth is reduced significantly.

Of course, the offspring may not possess particularly high talents, but their starting point would be higher than that of ordinary cultivators.
