The Frost Plated ’Rule’ spy system had a rigorous categorization.
First Rule: Firmly defend the republican constitution; actually, it had later been reford into the presidential guard, obeying only the commands of His Excellency the President, equipped with the best gear and intelligence support.
Second Rule: Strictly protect the national economy, responsible for enforcing laws against foreign capitals and economic cases, governed by the Frost Plated Governnt.
Third Rule: Eliminate all external threats, governed by the military with a relatively independent ard force. At its peak, 13,000 spies were deployed globally, their primary goal being monitoring and managing Frost Plated’s vassal states, colonies, and Outer World settlents.
Fourth Rule: Forever uphold won’s rights, an independent intelligence and law enforcent agency with search and arrest powers. Actually, it was an agency for maintaining presidential power. The lower ranks were a mixed bag, but the upper echelons were completely composed of elites.
Unlike those in the Fourth Rule who handled internal investigations, third Rule agents were purely bad characters, fewer in number and doing reprehensibly evil deeds—from overthrowing governnts to inciting warlord leaders to cultivate drugs, turning many vibrant countries into veritable purgatories.
Li Aozi wasn’t surprised at the presence of the Third Rule; the Third Rule was backed by the Frost Plated Army, and since the Mingji Humanity could directly obtain military weapons, it clearly indicated military background support.
What surprised him was... the tro Brotherhood, with all its bluster, happened to have dealings with Frost Plated.
The Scavengers, Greening Base, tro Brotherhood—out of these three Outer World organizations, likened to King Yan, the tro Brotherhood was the most popular.
The Scavengers solely focused on digging up trash, claiming to preserve artifacts from the old era, no matter where those artifacts ca from—they didn’t care.
The Greening Base was extre ecological preservationists, committed to greening the sunless Outer World. Whoever dared touch the trees they had painstakingly grown, they would mince them to make fertilizer—but guess how those trees were planted?
In contrast, the tro Brotherhood, from top to bottom, was imbued with an alluring aura. They emphasized pragmatism, strove to keep people from falling into disputes, and valued technology, knowledge, education, unity, and developnt. They operated via the old-era developed subway tunnels to set up transit stations of a neutral nature.
Each subway station was a Shelter for the people of the Outer World, providing refuge and sustenance—of course, this was not for free.
As an organization of the Outer World people, the tro Brotherhood naturally despised the Four Nations and warlords; they were collectivists, every bullet and every tooth had to be handed over to the Brotherhood, to be allocated by the central committee after calculation.
Didn’t expect the tro Brotherhood would also have trade dealings with Frost Plated—it must be said, isn’t that just pragmatic?
"If I could use that passage, I could go back and see my family..."
Qiu Ran was tempted by the idea, but then she realized that the passage was in the deepest layer of the Mingji Humanity, and if she were to pass through, it would have to be as Li Aozi said.
