People stared at their screens, trying to figure out who this man was.
And then—he spoke.
"I am Alexander Pierce, the Secretary of the World Security Council."
"As for Project Insight... I can confirm that everything is true."
"Because I am a mber of Hydra."

Pierce's expression remained calm as he continued:
"I am Hydra's top operative—a spy who has infiltrated the highest levels of the M Governnt.
Through my exceptional skills in espionage, I have risen to beco the Secretary of the World Security Council."
"But I am far from alone."
"There are countless other Hydra operatives, deeply embedded within your governnts, your institutions, and your organizations."
"For years, I have used my position to suppress and control superheroes, ensuring that Project Insight would be executed flawlessly."
"As long as we can eliminate or control these so-called 'heroes,' Project Insight will succeed."
"And if necessary..."
A chilling smirk crossed Pierce's lips.
"Hydra will deploy its ultimate assassins—including the Winter Soldier—to hunt down and execute any superheroes who resist."
Then, in a tone dripping with nace, he issued a final warning:
"To all super-powered individuals on Earth... I advise you to obey.
Join Hydra, or you will beco just another na on our execution list."
"Hydra does not fear you. Cut off one head, and two more shall take its place..."
"We are Hydra, and we have established a secret base in Sokovia. Here is the list of all our Hydra personnel."
As Pierce spoke, he uploaded a complete list of Hydra mbers and various classified docunts onto the internet.
After completing the operation, he continued:
"Hydra is now unstoppable. If you don't want to beco a victim of Project Insight, then surrender, join Hydra, and welco the new world with us!"

As soon as Pierce finished his passionate and threatening speech, a heavy silence fell over most people.

"Then we better find a way to kill them before they kill us..."

At the sa ti, in a high-rise building in downtown New York, Captain Arica was suiting up.
Shield in hand, he was fully prepared to take the fight to Hydra.
But the mont he stepped outside, he noticed sothing unusual.
Why the hell are there so many super-powered individuals suddenly in New York City?!
And what was even stranger—they all seed to be heading in the sa direction as him.
So were even waving at him.
"Hey! Hello! Are you Captain Arica?"
A young voice called out from above.
Steve Rogers looked up to see a kid in a red-and-blue suit swinging toward him on webs.
"I'm Spider-Man! Nice to et you! Are you going to stop Project Insight too? Want to join us?"
Captain Arica: "......"
Great.
Hydra was his enemy at first.
Now, they had officially beco the world's enemy.
