They’ve successfully replicated it, and indeed, Vibranium combined with teorite under gamma rays exposure has forged an Iron Battle Armor forming a subtle relationship, though it is not enough to match their prior estimation of Hawk’s Holy Armor.
Yet with the Vibranium energy manufacturing technology obtained from Wakanda, their Iron Battle Armor is enough to rival the Holy Armor.
But Hawk’s clones had problems.
In the previous five cloning experints, the clones in Iron Battle Armor couldn’t absorb Vibranium energy at all. Each ti the Iron Battle Armor’s Vibranium energy activated, the clones would explode and die without hesitation.
Their clones seem unable to compare with Hawk’s physical body.

Though the original formula for the Super Soldier Serum was lost, thanks to General Thaddeus Ross’s relentless pursuit of recreating the serum.
So they actually had a formula for the Super Soldier Serum, though it can’t match the original.
After another failed experint, Dr. rrick successfully created a clone that fused with the Super Soldier Serum, whose body could match sixty percent of Hawk’s.

Though it couldn’t rival Hawk himself, combined with their Iron Battle Armor, even though the Hydra Captain couldn’t support the entire Iron Battle Armor, even half, the battle armor’s amplification with Vibranium blades and Hydra Vibranium Shield, countless computer simulations showed it would perfectly defeat Hawk.

If that guy doesn’t wear the Steel Iron Battle Armor Hydra made, he probably couldn’t destroy even a C140 concrete wall.

Hawk hasn’t had fun in battle yet; he feels a bit underwheld and wants to see if rrick, whom God favored, would after praying see God or Angels appear.
If so, it would be great to chop down an Angel, and if really lucky, maybe even slice God for a feast.
