Though the telegram was sent from Vienna, its content pertained to Sardinia.

It turned out the Kingdom of Sardinia’s request for the Austrian Empire to establish a joint investigation team was reported by the Austrian ambassador to Prince tternich in the Milan Region, who then sent a telegram to Vienna.

Once Vienna received the telegram, they also weren’t sure if the French Empire intended to establish a joint investigation team.

So, they relayed this information via telegram to Richard tternich.

Richard tternich looked at the telegram in hand, montarily confused.

On one hand, Jero Bonaparte was offering funds to the Austrian Empire to temporarily cease actions, while on the other, the Austrian Empire was inquiring if the French Empire was willing to establish a joint investigation team.

These two seemingly unrelated ssages led Richard tternich to suspect whether the Sardinian Kingdom was toying with both the French Empire and the Austrian Empire.
