Chapter 1351: Saga City’s City Lord Seal

As he was speaking, Fearless glanced towards Ming Du’s direction. Shortly after, Ming Du raised his staff into the air, bringing forth a thick and violent thunderbolt down onto Karl’s head.

At the end of the day, the reason why Fearless did not agree to let everyone use the City Lord Seal was mainly because Quan Zhen Sect ultimately wasn’t a large guild with tens of thousands of players under them. With a lack of players, they would be unable to control too many territories.
