The FBI actively covered up the murder fact, suggesting they might have done it themselves.

As for the motive, it's not hard to guess, though Creasy Hoskin's position wasn't high, it was very sensitive.

As the group head of the FBI Information Resources Division, he knew too much.

The FBI couldn't let him take these secrets out of control.

No matter the reason, Luke felt there wasn't a need to delve deeper.
