Although the Proud Dragon Comrce Guild's Fleet had retreated, Rocky did not recall the Reconnaissance Ships that had been scattered about. If it had been just a few dozen demons, there would have been no need for warships to move out; Monte could have defended with just the Guard Corps and the city walls. However, the number of demons now attacking far exceeded a few dozen. Even if we don't count those that the reconnaissance ship failed to spot, the three waves we did see may combine to over two hundred demons. If so many demons were to charge at the walls together, even the sturdy walls of Backhill Village wouldn't hold up.
