Wei Linzheng was feeling rather agitated.

The ssage he had sent to Zhou Zhengde had vanished into thin air—it had been more than thirty minutes, and he had not received any response.

It had clearly been read!

The old man’s patience was wearing thin, but he quickly suppressed this emotion and began to think calmly.

Unlike ordinary Basic Level Spirit Ability Users, he was a mber of the Spiritual Managent Committee—a controller of Spiritual Ability Users.

Though he was just an ordinary mber.

The Spirit Managent Committee had always remained unknown to outsiders; it was the de facto controlling entity of both the Thirteenth Institute and Spiritual Ability City. The entry threshold to the committee was being a Basic Level Spirit Ability User, who must have contributed to the Spiritual Ability City for over thirty years.

Of course, the stronger one’s ability, the lower the entry restrictions.

At the very top of the Spirit Managent Committee were six of the most powerful SS Level Spirit Ability Users, internally referred to as Chairman. Sotis they were called Elders, controllers, etc.

Besides these six Chairn, there were other SS Level Spirit Ability Users in Spiritual Ability City who had no direct ties to the Spirit Managent Committee and did not participate in the city’s political activities.

Wei Linzheng’s level was not yet high enough to report directly to the top layer.

Within the committee, his imdiate superior was an S Level Spirit Ability User, an executive director of the committee.

’As a mber of the Spirit Managent Committee, what should I do now? Clearly, we need to restore the influence of the Thirteenth Institute and avoid this whole thing blowing up.’

Wei Linzheng slowly stood up and began pacing back and forth in front of his desk.

He had already confird a few facts.

For example, Black Storm was a Spiritual Ability User created by the Military with combat capabilities comparable to a D Level, but their actual energy reaction was only at E Level.

Or that the Military from the D5 Combined Combat Zone would go as far as to fall out with the Thirteenth Institute to protect him.

Also, that Zheng Shiduo was very strong; he could deal with four equally ranked Spiritual Ability Users head-on with the help of the Clean-up troops, clearly keeping his cards hidden until now.

As a mber of the Spirit Managent Committee, Wei Linzheng felt he had to consider the ’big picture,’ the intricate relationship between the Thirteenth Institute and the D5 Combined Combat Zone.

The Commander of the D5 Combined Combat Zone, the Devil Commander Fu Jian, was all too special.

Fu Jian was a true warrior, a hero who had saved humanity’s front lines, and at the sa ti, Fu Jian now represented the shackle restraining the Spiritual Ability Users.

If the conflict continued to escalate, Fu Jian would indeed press that button, and a huge mushroom cloud would rise over Spiritual Ability City.

Before he could completely resolve the Fu Jian issue, he mustn’t offend him to death.

’Is his haste in pushing the Military’s Spiritual Ability User experint proof that he’s reached his end?’

Wei Linzheng thought carefully.

He recalled his own discreet Spiritual Interference attack on Black Storm, which was lightly and skillfully neutralized.

’Has the Military’s resistance to spiritual interference advanced to this extent?’

—Wei Linzheng did not believe that a Basic or D Level Spirit Ability User could resolve the attack on their own, just as he wouldn’t believe in the absurd theory that ’Spiritual Ability Users can be upgraded.’

All Spiritual Ability Users were fixed in ability from the day of their empowernt.

In fact, the initial classification of Spiritual Ability Users included only five Basic Levels: A, B, C, D, and E.

The original standard for an A Level was ’possessing powerful enough strength to change a local battlefield.’

Over ti, as the first group of A Level Spirit Ability Users continued to develop their powers and their combat effectiveness improved, a new level, S, erged.

S Level Spirit Ability Users had one distinct feature: they all held titles.

SS represented the peak among Spirit Ability Users, with unimaginable abilities that were impossible to replicate for ordinary humans.

Theoretically, every A Level Spirit Ability User had the chance to earn a title and be promoted to S Level if they kept developing their ability.

’But not every A Level Spirit Ability User can beco a mber of the Spirit Managent Committee.’

Wei Linzheng let out a light sigh of relief.

Although he hadn’t received any response from Zhou Zhengde, he had made a decision.

Wei Linzheng quickly walked back behind his desk, opened the Spirit Managent Committee’s dedicated Communicator, and a small projection screen appeared on his wrist.

The skinny old man put on his reading glasses and began to tap input with his two-fingered Zen typing.

[Black Storm, alias Mu Liang, Zhou Tiantian, threat level Basic Level, a Military experintal product. Follow-up will attempt to recruit him to our camp by promising great rewards, in order to conduct moderate research on him and determine the developntal level of the Military’s empowernt technology. Current estimate, level not high, key technologies not overco.]

He clicked send.

Wei Linzheng felt much more relaxed.

He glanced at the ordinary Communicator, which still had no ssages, and sniffed dismissively.

"Impolite fellow."

Ding ding!

A chat window popped up on the Communicator, and Wei Linzheng raised an eyebrow slightly, thinking Zhou Zhengde must have been busy just now...

Oh, it was a warti order from Dongfang Zhenghong.

[Our forces will launch an annihilation campaign against target ’YW392.’ You are hereby notified that during the campaign, main internal defense of Fortress 76 will be under your command—Commander of Fortress 76 Defense Command Center, Dongfang Zhenghong.]

Wei Linzheng’s eyes narrowed slightly.

Good, this was a great opportunity to rebuild the influence of Spiritual Ability Users over Fortress 76 in the Middle Ages Basin.

Wei Linzheng pressed the button on the edge of the desk and commanded with a serious tone:

"Everyone, convene in the main conference room for a eting to prepare for the defense mission."

...

[Ti remaining before the Young King Worm extermination battle: 18 hours.]

At dusk, the camp in the expanded C Zone was buzzing with noise as a large number of troops gathered on the outer side of Zone C, with armored units continuously entering the wilderness.
